فعالية محافظ الحسابات في تعزيز موثوقية القوائم المالية دراسة ميدانية في مكتب محافظ الحسابات

Abstract

تهدف هذه الدراسة إلى معرفة مدى فعالية محافظ الحسابات في تعزيز موثوقية القوائم المالية وجعلها تعبر عن الوضعية الحقيقية للمؤسسة، وتلبي احتياجات مختلف الأطراف المستخدمة للقوائم المالية، ولمعالجة هذه الإشكالية اقتضى الباحثة دراسة المراجعة القانونية من جانبيها القانوني والمالي في الجزائر، ولتعزيز هذا التصور قامت الباحثة بدراسة ميدانية في مكتب محافظ حسابات وقد اعتمد في دراسته على أداتي المقابلة والملاحظة لإثبات مدى فعالية محافظ الحسابات في تعزيز هذه الموثوقية، وقد خلصت الدراسة إلى أن محافظ الحسابات له الدور الفعال في تعزيز موثوقية القوائم المالية، وذلك من خلال المصادقة على هذه الحسابات أو عدم المصادقة عليها وبذلك يبرز هذا الدور الذي يقوم به محافظ الحسابات.

This study aims to determine the effectiveness of the Governor of the accounts in enhancing the reliability of financial statements and make them reflect the real situation of the institution, and meet the various parties used the financial statements needs, and to address this problem required a researcher studying the legal review of the legal and financial sides in Algeria, and to reinforce this perception has Researcher field study in the governor's office accounts, and has been adopted in his study on the two tools and the corresponding note to prove the effectiveness of the governor of the accounts in the promotion of this reliability, the study concluded that the governor of the accounts has an effective role in enhancing the reliability of the financial statements, and through the ratification of these accounts or not ratified and thus highlights the role played by the Governor of the accounts.
