أثر الاصلاح السياسي على المشاركة السياسية في الجزائر

Abstract

هدفت الدراسة إلى التعرف على واقع عملية الإصلاح السياسي في الجزائر للفترة الممتدة بين 2012-2017، بالإضافة إلى تحديد مفهوم المشاركة السياسية وأهميتها في الجزائر، والتعرف على آليات التفاعل بين عملية المشاركة السياسية والقرار السياسي مع إبراز أثر الإصلاح السياسي على قنوات المشاركة السياسية. واعتمدت في هذه الدراسة على القوانين التي لها تأثير قوي على المشاركة السياسية وذلك من خلال جمع المعلومات والحقائق عن عملية الإصلاح السياسي في الجزائر من المصادر والوثائق الرسمية والأدبيات المنشورة، بعدها قمت بتحليل تلك الحقائق والمعلومات وتفسيرها بهدف الوصول إلى استنتاجات تساعد على فهم أوضاع الحاضر والتخطيط للمستقبل. وتمكنت الدراسة من إثبات صحة الفرضيات القائلة: • أن كلما كان الإصلاح السياسي رشيدا كلما زادت المشاركة السياسية. حيث توصلت الدراسة لعدد من الاستنتاجات أبرزها:  ضعف المشاركة السياسية في الجزائر نتيجة الإصلاحات السياسية غير رشيدة.  الإصلاحات في الجزائر لم تصل بعد لتحقيق مصالح المجتمع من اجل الوصول إلى مشاركة سياسية فعالة.

The purpose of this study is to recognize the reality of the political reform process in Algeria for the period between 2012-2017, in addition to defining the concept of political participation and their importance in Algeria, and identify the mechanisms of interaction between political participation and political decision process, highlighting the impact of political reform on political participation channels. In this study adopted the descriptive, and historical society through the collection of information and facts about the political reform process in Algeria of sources and official documents and published literature, then I analyzed those facts and information and interpreted in order to reach conclusions that will help understand the present and plan for the future. The study was able to validate assumptions that: • whenever political reform more rational political participation. • Political participation in Algeria are limited to elections. Where the study of a number of conclusions:  weak political participation in Algeria as a result of irrational political reforms.  reforms in Algeria is yet to achieve the interests of society in order to reach a political participation.
