Abstract

تناولت الدراسة بالبحث الأساليب الحديثة للتنمية الإدارية بين حتمية التغيير ومعوقات المشروع من خلال دراسة حالة الشركة الوطنية للكهرباء والغاز، حيث تقوم التنمية الإدارية على أسس ووظائف مختلفة من عمليات تطوير وتحديث وإصلاح في الأجهزة الإدارية بواسطة الاعتماد على مجموعة من الأساليب منها: إدارة الجودة الشاملة، الهندرة والإدارة الالكترونية،وهي مداخل وأدوات أساسية لتحقيق التنمية الإدارية بحكم ارتباطها بعنصري التحسين المستمر ورضا الزبون، وتهدف الدراسة إلى إبراز دور وأهمية هذه الأساليب في تحقيق التنمية الإدارية ومدى اعتماد الإدارة الجزائرية عليها في ظل العراقيل التي تعترضها من اجل مواكبة معطيات البيئة والمستجدات التي تحتم انتهاجها،لقد حاولت "سونلغاز" السعي لتحقيق الأساليب المذكورة للتكيف مع مختلف التطورات الاقتصادية العالمية، حيث اتخذت عدة إجراءات وصياغة استراتيجيات تمكنها من الارتقاء إلى المستوى العالمي وإشباع رغبات عملائها، وتوصلت الدراسة إلى وجود محاولات لتبسيط العمليات في تطبيق أسلوب إعادة هندسة العمليات إلا أنها لا ترقى إلى درجة الممارسة الفعلية،بسبب غياب ثقافة تنظيمية تنسجم ومتطلبات نجاح تطبيق الأساليب الحديثة.

Our research aims to study modern methods for Administrative Development between the inevitability of change and the impediments to the project through the case of the National Society of electricity and gas, where the development of the administration on the basis of various development functions modernization and reform in operations and administrative bodies on the basis of a variety of methods and approaches, such as: Total Quality Management, Reengineering and electronic management, which are the basic tools to achieve administrative development under association with two elements of continuous improvement and customer satisfaction, and also aims to highlight the role and importance of these methods to achieve effective administrative development, but these measures face obstacles. To face these challenges, "SONELGAZ" tried to continue adapting the methods listed in the global economic developments, which took several measures and formulate strategies for a better life and fulfill the desires of its customers. the study found that attempts at rationalization in the implementation of reengineering method of operations, due to the absence of an organizational culture compatible with the requirements of the successful application of modern methods.

Notre recherche vise l'étude des méthodes modernes pour le développement administratif entre l'inévitabilité du changement et les obstacles du projet à travers le cas de la Société nationale de l'électricité et du gaz, où le développement de l'administration sur la base des différentes fonctions de développement et de modernisation et de réforme dans les opérations et les organes administratifs en se fondant sur une variété de méthodes et approches, comme: Total Quality Management, Reengineering et la gestion électronique, qui sont des outils de base pour parvenir à un développement administratif en vertu d'association avec deux éléments de l'amélioration continue et la satisfaction du client, et vise aussi à mettre en évidence le rôle et l'importance de ces méthodes pour parvenir à un développement administratif efficace, mais ces mesures sont confrontées à des obstacles. Pour faire face à ces obstacles, "SONELGAZ" a essayé de poursuivre des méthodes énumérées adapter dans le développements économique mondial, qui a pris plusieurs mesures et formuler des stratégies pour permettre une vie meilleure et satisfaire les désirs de ses clients. l'étude a révélé que les tentatives de rationalisation dans l'application de la méthode de réingénierie des opérations, en raison de l'absence d'une culture organisationnelle compatible avec les exigences de la réussite de l'application de méthodes modernes.
