حوكمة الادارة المحلية دراسة حالة ولاية ورقلة

Abstract

شهدت السنوات الماضية اهتماما متزايدا بموضوع الإدارة المحلية. وقد جاء هذا الإهتمام في إطار الإتجاه إلى توسيع نطاق مشاركة المواطنين ودورهم في عملية الحكم Governance وتقليص أدوار الدولة ومنح القطاع الخاص ومؤسسات المجتمع المدني دورا أكبر في عملية التنمية. وقد عبرت عن ذلك الاهتمام تقارير البنك الدولي عن التنمية في العالم تحت العديد من العناوين مثل "جعل الدولة أكثر قربا من الناس"، و"التحول إلى المحليات"، و"تحقيق اللامركزية وإعادة التفكير". لذا فإن الإدارة المحلية تحتل مركزا هاما في نظام الحكم الداخلي، كما تقوم بدور فعال في التنمية الوطنية، وتتميز بأنها إدارة قريبة من المواطنين نابعة من صميم الشعب،ولأن الإدارة المحلية نابعة من صميم الشعب فهي وحدها التي تستطيع تأكيد وحدة المجتمع باستثارة الرأي العام المحلي للاهتمام بالمشكلات الإنسانية وإشراك المواطنين في الوصول إلى حلول لها. فالمساهمة الشعبية هي روح الإدارة المحلية وولاية ورقلة باعتبارها جزء من المنظومة الادارية للجزائر ككل فهي تحاول ارساء هذا المفهوم ، من خلال المجلس الشعبي الولائي لولاية ورقلة كهيئة محلية ،فهو يسعى لتطبيق مبادئ الحوكمة بوتيرة متباطئة جدا كذلك عدم وجود رؤية استراتيجية تزيد من فعالية النشاطات والخدمات المحلية وتجنب الوقوع في الاختلالات سواء ادارية او اجتماعية ولكن كتقييم لتجربة ولاية ورقلة لايسعنا الا ان نقول أن العوامل الداخلية والتحديات الواقعية هي سبب أول في عدم نجاح تطبيق المفهوم الن هناك تناقض كبير بين الممارسات والتشريعات .
