Abstract: The implementation of any social policy depends on the existence of earmarked transfers that fall within the general expenditure of the state, which will be discussed in detail in the elements of this paper, which is important in knowing the nature of transfers allocated to social policy in the period 2008-2017, In late 2014, and the consequent changes in the volume of private funds for the national solidarity sector, in light of the decline in the price of oil, as the intervention focused on analyzing the content of the policy of rationalization of public expenditure and the contents related to transfers allocated to social policy, And the presentation of the most important challenges, which means to overcome them to protect social transfers, and this remains a prerequisite for social policy to be achieved and implemented the best implementation. Our conclusion is that the policy of rationalizing public expenditure has had a real impact on the volume of social transfers in 2017. This requires reconsidering the contents of social policy as well as its dimensions and how to create alternative resources.
