Abstract: The recent years have witnessed a significant growth in information and communication technology, which has led to a significant change in the various functions and the roles of the institution through its direct influence on both internal and external levels. This has opened up new areas and trends that are in line with the Times. And oblige the institutions to rediscover and build themselves constantly and embracing e- business in the light of the information revolution, to make extensive changes in the ways of dealing, in the way of communication and service delivery. Thanks to the possession of a qualified human resource characterized by a technological culture and information awareness that is able to keep abreast of the technological development that has taken place and to move the institution from a traditional institution to a modem institution of electronic nature, which brings to new challenges represented in e- management, e- service, e- communication, e- human resources and it is a haven for every modern institution that seeks to ensure its survival under the competition by working to develop and exploit its potential in the best possible way, and to provide its control over information and communication technology as a necessary imperative and more necessary than a desire to keep abreast of technological developments.
