Abstract

ملخص الدراسة: هدفت دراستنا الحالية إلى التعرف على واقع إستخدام تكنولوجيا الإعلام والإتصال في الإدارات الحكومية الجزائرية في مقر الولاية بورقلة، والتعرف على جميع الوسائل المعمول في الإدارة، وعليه حاولنا الإجابة في هذه الدراسة على التساؤل الرئيسي المطروح: ما هو واقع استخدام تكنولوجيا الإعلام والاتصال في الإدارة الحكومية ؟ وقد تمحورت تساؤلات الدراسة حول ما يلي: 1- ما هي أهم تكنولوجيات الإعلام والاتصال التي تستخدمها إدارة ولاية ورقلة؟ 2- كيف تساهم وسائل تكنولوجيا الإعلام والاتصال في تحسين أداء إدارة ولاية ورقلة؟ 3- ما مدى سعي إدارة ولاية ورقلة لتطبيق الإدارة الالكترونية ؟ 4- ما هي معوقات إستخدام تكنولوجيا الإعلام والاتصال في إدارة ولاية ورقلة ؟ وقمنا بتقسيم الدراسة إلى فصلين الأول: خاص بالإجراءات المنهجية للدراسة والفصل الثاني خاص بالجانب التطبيقي للدراسة الذي جاء فيه عرض ومناقشة النتائج وتحليلها، واعتمدنا في هذه الدراسة على المنهج دراسة الحالة، واستخدمنا أداتي المقابلة واستمارة الاستبيان لجمع البيانات، حيث تم تطبيق الدراسة في مقر الولاية بورقلة على عينة مكونة من 50 موظفا تم إختيارهم بطريقة قصدية. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها : -تمثلت تكنولوجيات الإعلام والاتصال المستخدمة في إدارة الولاية بورقلة في جميع الوسائل التكنولوجية الحديثة والتقليدية أبرزها الحاسوب والانترنت والفاكس. _ ساهمت تكنولوجيا الإعلام والاتصال في تحسين سير العمل في الإدارة وزيادة التنسيق بين الإدارة والموظفين. - تستغل الإدارة الالكترونية في إدارة الولاية وضع استراتيجيات للتعاون والتنسيق بين مختلف الإدارات، كما تساهم في توفير كافة الحاجات الخدمية للموظفين. _ بالرغم من وجود عوائق تحول دون توفير وسائل وأجهزة الإعلام والإتصال بالإدارة لا يمكن أن نستغني عن هذه المبتكرات، أي مهما كانت هذه العراقيل يمكن تداركها بالنسبة لإدارة الولاية . الكلمات المفتاحية : تكنولوجيا الإعلام والإتصال ،الإدارات الحكومية.

Our current study aimed to identify the reality of the use of information and communication technology in the Algerian government departments in the wilaya ouargla and to identify all the means used in the administration. Therefore, we tried to answer in this study the main question: What is the reality of the use of information and communication technology in government administration? The study questions focused on the following: 1. What are the most important information and communication technologies used by the administration of Ouargla State? 2. How can the means of information and communication technology improve the performance of the administration of the state of Ouargla? 3- To what extent is the administration of the state of Ouargla to apply electronic management? 4. What are the obstacles to the use of information and communication technology in the administration of the state of Ouargla? And we divided the study into two chapters: the first of the methodological procedures for the study and the second chapter of the practical aspect of the study in which the presentation and discussion of the results and analysis, and we adopted in this study on the case study methodology, and used the interview tools and questionnaire questionnaire to collect data, On a sample of 50 employees who were deliberately selected. The study reached a number of results, the most important of which are: - Information and communication technologies used in the state administration of Borgala were represented in all modern and traditional technologies, notably computer, internet and fax. Information and communication technology has contributed to improving the functioning of the Department and to increasing coordination between management and staff. - Utilizing the electronic administration in the state administration to develop strategies for cooperation and coordination between the various departments, and contribute to the provision of all the service needs of employees. Although there are obstacles to the provision of means, media and management communication, we can not dispense with these innovations, no matter how these obstacles can be remedied for state administration. key words : Information and Communication Technology, Government Departments
