نحو إستراتيجية متكاملة لتنمية قطاع الصناعة التقليدية والحرف بالجزائر على ضوء التجارب الدولية _ دراسة تقييمية لتنفيذ برنامج نظام الإنتاج المحلي SPL بغرف الصناعة التقليدية بالجزائر _

Abstract

تهدف هذه الأطروحة نحو دراسة ثاني إستراتيجية موضوعة لتنمية قطاع الصناعة التقليدية والحرف في الجزائر، بما يسمح بإثراء الحوار العلمي وتشخيص أهم نقاط القوة والضعف فيما هو منجز في إطار المخطط التنموي السابق آفاق 2010، فضلا عن العمل على بيان مستوى مساهمة التنفيذ الناجح لبرنامج نظام الإنتاج المحلي SPL في إرساء إستراتيجية متكاملة تمكّن من بناء محيط عام ملائم لتطوير مستدام للقطاع المدروس، ولاسيما ونحن على مشارف الإنتهاء من تنفيذ إستراتيجية التنمية الجديدة آفاق 2020.

ورغبة في بلوغ تطلّعات الدراسة تمّت الإستعانة بمناهج مختلفة حسب الحاجة، والتّي تنوّعت بين المنهج الوصفي، المنهج التاريخي والمنهج التحليلي وذلك حسب طبيعة الموضوع وأجزائه، في حين إعتمدنا في الجانب التطبيقي على المسح الميداني بإستخدام قائمة إستبيان، كما قمنا بإستخدام منهج الإستنتاج والإستقراء في الشق المتعلّق بإستخراج النتائج وتحليلها، إذ حاولنا من خلال قاعدة الإستبيان المُشكّلة والمكوّنة من 115 سؤال، إستقصاء آراء غرف الصناعة التقليدية والحرف حول مجموعة من القضايا المتعلّقة بتنفيذ برنامج نظام الإنتاج المحلي في الجزائر والمستخدم كآلية لتنفيذ إستراتيجية القطاع الحالية، إضافة إلى الوقوف على رأيها فيما يتعلق بتقييم فعالية تطبيق البرنامج على المستوى الوطني، بما يمكّننا من قياس مستوى نجاح الإستراتيجية ككل.

تضمّنت عينة الدراسة غرف الصناعة التقليدية والحرف بـ 48 ولاية وقد شملت وحدة المعاينة مدراء الغرف أو نوابهم أو الموظفون المسؤولون عن الترقية والتطوير بالغرف ؛ ولتحليل الإستبيان إستعنا ببعض أدوات التحليل الإحصائي وكذا بعض البرامج مثل EXCEL 2010 وSPSS V22، التي توصّلنا من خلالها إلى أنّ تنفيذ برنامج أنظمة الإنتاج المحلية قد مكّن من تحقيق حصيلة إيجابية، والذي يُبرز بدوره أنّ تعميم تطوير المزيد من أنظمة الإنتاج المحلية على مختلف النشاطات الحرفية بكامل التراب الوطني كيف سيؤدّي إلى تحقيق تنمية مستدامة لقطاع الصناعة التقليدية والحرف، كما أكّدت النتائج أيضا إلى أنّ فعالية البرنامج المدروس تعتمد على توافر جملة من المحدّدات تمّ معالجتها، والتّي أظهر إختبار الإنحدار المتعدّد وجود تأثير قوي فيما بينها مجتمعة على التنفيذ الفعّال لبرنامج SPL على المستوى الوطني، لنصل في الأخير إلى وضع نموذج مقترح يصلح للتطبيق لتنفيذ ناجح لبرنامج نظام الإنتاج المحلي من قبل كافة فاعلي القطاع على المستوى المحلي والمركزي بوجه عام، وغرف الصناعة التقليدية والحرف بوجه خاص التي ترغب في تبني هذا النظام بين حرفييها.

This thesis aims at study the second strategy of the development of the handicraft sector in Algeria, in order to enrich the scientific discourse and identify the main important strengths and weaknesses in the framework of the previous development plan for Outlook 2010.Moreover, highlighting the level of successful implementation contribution of the local production system LPS in establishing an integrated strategy enables the construction of a suitable overall environment for sustainable development of the studied sector, particularly as we are on the verge of completing the implementation of the new development strategy Outlook 2020.

In order to achieve the aspirations of the study, we have used different approaches as needed, which varied between the descriptive, the historical and the analytical approaches, depending on the nature of the subject and its parts, while we relied on the application on the field survey using a questionnaire list, as we used the deduction and the induction methods extrapolation in the analysis of the results, as we tried through the base of the questionnaire problem, consisting of 115 questions, investigating the views of the Chambers of Handicraft and Crafts on a range of issues related to the implementation of the Algerian local production system program, which is used to implement the current sector strategy, and to assess its effectiveness in implementing the program at the national level that permit us to measure the level the success of the strategy as all.

The study sample included chambers of handicraft industry and crafts in 48 states. The sampling unit included the directors of the Rooms or their deputies or the officials responsible for the promotion and development of the Rooms. To analyze the questionnaire, we used some statistical analysis tools and some programs such as EXCEL 2010 and SPSS V22 that appears that the local production systems have enabled the achievement of a positive outcome, which in turn highlights that the further development of local production systems on various craft activities in the entire national territory will lead to the sustainable development of the industry of traditional crafts and crafts. The results also confirmed that the effectiveness of the studied program is based on the availability of a set of parameters that have been addressed. The multiple regression test showed a strong effect among them on the effective implementation of the SPL program at the national level. Finally, we develop a proposed model for the successful implementation of the local production system program by all actors of the sector at the local and central levels in general, and the chambers of handicraft industry in particular, which wish to adopt this system among its craftsmen.
