مؤشرات الحوكمة وأثرها على جذب الاستثمار الاجنبي المباشر لدول المغرب العربي في الفترة 1996-2017

Abstract

تهدف هذه الدراسة إلى قياس مدى تأثير مؤشرات الحوكمة على جذب الإستثمار الأجنبي المباشر في4 من بلدان المغرب العربي خلال الفترة (1996-2017) باستخدام بيانات بانل ومنهجية وسط المجموعة المدمج PMG . لتحقيق هذا الهدف إستندت الدراسات على متغيرين اقتصاديين هما الاستثمار الأجنبي المباشر كمتغير تابع، وستة مؤشرات للحوكمة التي تمثل المتغيرات المستقلة . صبت نتائج اختبار هاسيو في عدم تجانس بيانات بانل، وبينت اختبارات جذر الوحدة ان درجة تكامل المتغيرات هي .I(1) تم استخدام اختبار هوسمان للمفاضلة بين مقدرات وسط المجموعة MG ومقدرات وسط المجموعة المدمجة PMG الذي رجح هذا الأخير كأفضل مقدر. توصلت الدراسة إلى وجود أثر لمؤشرات الحوكمة على جذب الإستثمار الأجنبي المباشر على المدى الطويل تراوحت ما بين التأثير السلبي و الايجابي لاسيما مؤشر سيادة القانون VA و مؤشر جودة التشريعات و تطبيقها RQ .

This study mainly aimed measuring the impact of governance indicators on Foreign direct investment in 4 Magreb Arabi countries during the period (1996-2017) by using panel data and pooled mean group (PMG). To achieve this goal, the study based on two variables : direct foreign investment(FDI) as the dependent variable and six indicators of governance as the independent variable. The results of hsiao test was that the panel data are heterogeneous, unit root tests shows that the Integration degree of all variables is I(1) .we used hausman test to choose between MG and PMG where PMG is the chosen. Overall, the study found that the impact of the governance indicators on attraction of foreign direct investment in the long term varied between the negative and positive impact especially VA and RQ.
