Abstract: In this empirical study, we will try to identify the cultural characteristics of the public industrial company, which govern the main functions of the management of human resources: the recruitment mode, the remuneration policy and, finally, the logic of the promotions, especially after the opening up of the market economy and the entry of the private sector as a new competitor on the local economic scene. This new stage of transition and entry requires the revision of all the cultural characteristics as well as all the organizational and administrative practices, as well as the modes and methods of behavior and thought and act of the past, which prevailed at the time passed; And revealed important results that reflect cultural practices and values, as well as the principles and norms that govern and frame each of the functions of human resource management, which rely heavily on personal and informal relationships within the organization and no longer on objective criteria and principles.
