Abstract

يعد موضوع إدارة شؤون المهاجرين من المواضيع الحديثة نسبيا في مجال الإدارة العامة، حيث بدأ الاهتمام بهذا الجانب من العملية الإدارية في تنظيم شؤون الهجرة والمهاجرين يلقى رواجا، خصوصا في ظل التغيرات والمستجدات التي طرأت على الساحة الدولية، الأمر الذي استدعى تطوير استراتيجيات وبناءات مقاربات تستجيب وتتكيف مع هذه التطورات على مستوى البيئة الداخلية والخارجية في إطار تدبير شؤون المهاجرين. وتختلف إدارة شؤون المهاجرين بكل من ألمانيا وفرنسا باختلاف بيئة الإدارة العامة بهما، فتنظيم شؤون المهاجرين بألمانيا وفرنسا لطالما خضع إلى سياقات البيئة الإدارية على جميع المستويات السياسية والاجتماعية والثقافية والاقتصادية وحتى التاريخية منها، مما يفسر الاختلاف الجوهري بين البلدين في إدارة الهجرة والمهاجرين والأساليب المعتمدة في ذلك نظرا لاختلاف الممارسات والهياكل الإدارية المكلفة بذلك من جهة، واختلاف البيئة التي وجدت فيها الإدارة العامة من جهة أخرى.
