إدارة المنشآت السياحية و الفندقية دراسة مقارنة بين تونس و الجزائر

Abstract

إن السياحة لا تقل أهمية عن القطاعات والنشاطات الأخرى في قدرتها على الإسهام في تحقيق التنمية، وهذا ما تدركه مختلف الدول خاصة التي تمتلك فرصا مهمة لكي تحقق النجاح في الميدان السياحي مثل تونس و الجزائر، حيث تحتلان موقعا استراتيجيا يعد بمثابة بوابة القارة الإفريقية، إضافة إلى التنوع المناخي والطبيعي الذي تتميزان به، وكذلك الحضارات العديدة التي مرت عليهما وبقيت آثارها حاضرة إلى غاية اليوم في كلا البلدين، ولهذا وفي إطار سعيهما لاستغلال هاته الإمكانيات تضع كل من تونس والجزائر باستمرار الخطط والبرامج الهادفة إلى تنمية السياحة مركزة في ذلك على المنشآت السياحية والفندقية. حيث ينتظر من هذه المنشآت أن تلعب دورا كبيرا في تنشيط السياحة وزيادة مساهمتها التنموية في كل من تونس والجزائر، ولكن يخضع ذلك لتأثير المتغيرات البيئية (السياسية والقانونية و الاقتصادية والاجتماعية والثقافية والتكنولوجية) على إدارة المنشآت السياحية والفندقية. وهذا ما تسعى هذه الدراسة إلى تبيانه و توضيحه من خلال إجراء مقارنة بين تونس و الجزائر في إدارة المنشآت السياحية والفندقية، وكذلك اقتراح وعرض الحلول والأدوات الكفيلة بتحسين ورفع أداء ومردودية المنشآت السياحية والفندقية بما ينعكس إيجابا على الدور التنموي للنشاط السياحي في البلدين.

Tourism is no less important than other sectors and activities in its ability to contribute to the development, as recognized by different countries, especially those with significant opportunities for success in the tourism sector, such as Tunisia and Algeria, where both countries are located in a strategic location considered as a gateway to the african continent as well as their natural and climatic diversity, without forgetting that Tunisia and Algeria have known many civilizations where their traces still exist in the two countries until today, accordingly, in the framework of its efforts to exploit these possibilities Tunisia and Algeria are continuously elaborating tourism development plans and programs focused on tourism and hotel establishments. This is because these establishments are expected to play a big role in stimulating tourism and increasing its contribution to development in Tunisia and Algeria, but it depends on the impact of environmental variables (political, Legal, economic ,social, cultural ,technological) on the management of tourism and hotel establishments. This is what this study seeks to explain and clarify through a comparison between Tunisia and Algeria in the management of tourism and hotel establishments, and in addition to proposing and presenting solutions and tools to improve and increase the performance and profitability of tourism and hotel establishments, which will allow to maximize the role of tourism in the development and economy of both countries.
