دور معايير الجودة في تميز أداء مؤسسات التعليم العالي -دراسة مقارنة بين جامعة قاصدي مرباح ورقلة وجامعة ملايا ماليزيا-

Abstract

هدفت الدراسة إلى تحديد دور معايير الجودة في تميز أداء مؤسسات التعليم العالي. ولتحقيق ذلك تمت المقارنة بين جامعة قاصدي مرباح ورقلة وجامعة ملايا بماليزيا من خلال قياس الأداء النوعي (الجودة) باستخدام مؤشرات نوعية بالنسبة لجامعة ورقلة تتمثل في سبعة معايير تم أخذها من الدليل الوطني لضمان الجودة، جمعت بيانات حولها باستخدام أداة الاستبيان وتم استهداف عينة تمثلت في رؤساء و أعضاء خلايا الجودة بجامعة ورقلة وتكونت العينة من 30 عضو ورئيس، أما فيما يخص جامعة ملايا فقد تم الاستعانة بالمقابلة المباشرة وتوزيع استبيان إلكتروني باللغة الإنجليزية على أساتذة الجامعة ليتم استخدام برنامج SPSS لمعالجة البيانات واختبار فرضيات الدراسة. توصّلت الدراسة إلى عدة نتائج أهمّها: وجود تباين في مستوى أداء جامعة ملايا بماليزيا وجامعة ورقلة حيث أن جامعة ملايا حرصت على مدار عدة سنوات في تطبيق معايير الجودة مما جعلها تصنف حاليا ضمن أحسن 100 جامعة في العالم، أما بالنسبة لجامعة ورقلة لا تزال في بداية تطبيقها للمعايير التي تحتاج إعادة النظر من خلال نشر ثقافة الجودة على مستوى الجامعة والتركيز على كل من معياري البحث العلمي والتكوين. كما خلصت الدراسة إلى مجموعة من التوصيات أهمها ضرورة التركيز على معياري البحث العلمي والتكوين كونها من أهم المعايير التي تحسن من أداء مؤسسات التعليم العالي وتساهم في تصنيفها.

This study aimed to identify the role of quality standards in the excellence of the performance of the higher education institutions. To achieve this goal, we performed a comparison study between the University of Kasdi Merbah, Ouargla and the University of Malaya, Malaysia, By measuring the qualitative performance using quality indicators for Ouargla; It consists of seven criteria taken from the National Quality Assurance Guide, relationship with the economic and social environment and international cooperation . Data were collected using questionnaires and we targeted a sample that consisted of 30 members and heads from the quality cell of the University of Ouargla. For the University of Malaya, we conducted direct interviews and distributed an electronic questionnaire in English targeting university professors, SPSS was used to process data and test the study hypotheses. we reached through this study important results confirming that there is a variation in the level of performance of the University of Malaya, and the University of Ouargla. For many years the University of Malaya has applied quality standards and it is now ranked among the top 100 universities in the world, as for the University of Ouargla it is still at the beginning of its application of the standards which needs a review especially by spreading a culture of quality at the university level, and focus on both the standard of scientific research and formation. The study concluded a set of recommendations such as focusing on the criteria of scientific research and formation, it is one of the most important criteria that improves the performance of the higher education institutions and contribute to its classification.
