Abstract: The study aims to review the conceptual framework of global talent management according to the functional and organizational approach, and to analyze the strategic factors and dimensions affecting global talent management within the field of Strategic human resource management, by reviewing the most important global talent management literature published within the global publishing vessels during the last 20 years. The study concluded with proposing a conceptual framework for managing global talent according to the strategic approach and analyzing a strategic framework that can contribute to increasing the level of its integration within the strategic human resource management, and within the competitive strategy of multinational enterprises
