الفساد الاقتصادي والسلطة السياسية في الجزائر (1999-2019)- دراسة وصفية تحليلية

Abstract

ملخص الدراسة باللغة العربية تهتم هذه الدراسة بتحليل ظاهرة الفساد الاقتصادي في الجزائر وعلاقتها بالسلطة السياسية خلال الفترة 1999إلى غاية 2019 وإبراز مظاهر الفساد الاقتصادي وربط علاقة السلطة السياسية بتفشيه، وذلك من خلال تحليل قضايا فساد كبرى، وعليه تم طرح الإشكال التالي هل هناك علاقة بين تفشي مظاهر الفساد الاقتصادي وممارسي السلطة السياسية خلال العشرين السنة الأخيرة (1999-2019) في الجزائر؟، ولتحليل ذلك استخدمنا مجموعة من المناهج والإقتربات وهي المنهج الوصفي التحليلي، منهج دراسة حالة والاقتراب القانوني، وقد كشفت نتائج الدراسة أن هناك علاقة للسلطة السياسية في تفشي الفساد الاقتصادي في الجزائر بتورط كبار المسؤولين فيه، في ظل غياب المراقبة والمحاسبة وعدم فعالية واستقلالية الهيئات المكلفة بمكافحة الفساد والوقاية منه واستمرارها في تحقيق نفس نتائج مؤشرات الفساد حسب منظمة الشفافية الدولية. الكلمات المفتاحية: الفساد، الفساد الاقتصادي، السلطة، السياسية، الجزائر.(1999-2019)،الانتشار

Abstract This study is concerned with analyzing the phenomenon of economic corruption in Algeria and its relationship with political power during the period ( 1999-2019), Highlighting the manifestations of economic corruption and linking the relationships political power to spread, by analyzing major corruption cases, And accordingly the following problem was raised is there a relationship btween the spread of the manifestations of corruption economic and political power practitioners during last twenty years(1999-2019)in Algeria?, and the analyze this, We used a set approaches. Witch are the descriptive and analytical approach, The case study method and legal approach, the results of the study revealed that there is a relationship of political power in the spread of economic corruption with involvement of senior officials in it, in the absence of oversight and accountability the ineffectiveness and independence of the bodies in charge of combating and preventing corruption, And their continuating to Achieve the same results of corruption indicators according to transparency international. Abstarit Cette étude s'intéresse à l'analyse du phénomène de corruption économique en Algérie et de sa relation avec le pouvoir politique Et manifestations de corruption économique et reliant le rapport de pouvoir politique de la période 1999 à 2019 mois En analysant les principaux cas de corruption, le problème suivant a été soulevé. Existe-t-il une relation Entre les manifestations généralisées de la corruption économique et les praticiens du pouvoir politique au cours des vingt dernières années (1999-2019) en Algérie?, Et pour analyser cela, nous avons utilisé un ensemble d'approches et d'approches, à savoir: L'approche descriptive analytique, la méthode d'étude de cas et l'approche juridique, ainsi que les résultats de l'étude ont révélé qu'il existe: La relation du pouvoir politique dans la corruption économique endémique en Algérie avec l'implication de hauts fonctionnaires, en En l'absence de suivi et de responsabilité, l'inefficacité et l'indépendance des organes chargés de lutter contre et prévenir la corruption Et sa poursuite de l'atteinte des mêmes résultats d'indicateurs de corruption selon Transparency International.
