Abstract: The global systems are characterized by flexibility and sensitivity, because of the rapid shifts to invest technology and knowledge. in the light of these circumstances and variables, countries and companies should face these shifts through a range of means and instruments, and perhaps creativity and innovation one of the most important tools to deal with the new development of the international economic environment. The study of innovation , depends on the specials and the obstacles facing this kind of institutions . Particularly the manager who has the main role of institutional competition. Also he has the control of behavior and organizational decisions, tactical and strategic. Still in the view of many people, the technological innovation is the first guarantor to develop institutions and the countries, but in fact, if it is not accompanied by such technology based on operation, management, research and development, will be burden rather than be revenue or wealth. And the presence of technology in the hands of untrained users and uneducated, largely similar to the knife in the hands of a small child, which might hurt himself or around it يعتبر التسيير والتنظيم الإداري الرابط الأهم بين كافة العمليات والوظائف في المنظمة, ومن هناك فهو يسير الإبداعات بكافة أنواعها, كما أن المشرفين على تسيير المنظمة يوجدون طرق جديدة للتسيير في حد ذاته, حيث يختلف معدل تحسين الممارسة الإدارية من منظمة إلى أخرى، حيث توجد فرصة للابداع في الإدارة
