Abstract

ملخص تلعب عملية التقييم دورا بالغ الأهمية في ترشيد السياسة العامة ، بإعتبارها تضم معرفة موضوعية بالنتائج السلبية والايجابية للسياسة العامة ونتائج تنفيذها وأثر مخرجاتها ومدى كفاءتها في تحقيق الأهداف المخطط لها ، ففي ظل هذه الدائرة التقيمية يمكن الوقوف على حقيقة السياسات العامة وكشف عيوبها ، وتبيان مواطن الخلل فيها ، انطلاقا من دعم أليتي الشفافية والمساءلة حول شرعية ومنجزات السلطات العمومية ، وتكريس قيم الديمقراطية والمشاركة وتعزيز ثقافة ربط المسؤولية بالمحاسبة من أجل حوكمة المؤسسات وتحقيق التنمية الشاملة . عملت المغرب كغيرها من الدول على دسترة مفهوم تقييم السياسات العامة و اسناد هذه المهمة للبرلمان كصاحب اختصاص مباشر بالاضافة إلى مؤسسات آخرى في اتجاه انجاح سياستها العامة وبلوغ أهدافها التنموية . The summary: The evaluation process plays a significant rule, in the good governing of the public policy , as is it in cludes the objective kmawledge of the negative and positive results of the public policy in addition to the results of escorting then , and the impact of their results and their capacity to achieve the planned goals within this evaluation process. We can have a look on the reality of the public policies and reveal their faulty sides , in dictation to determining the areas of dis functioning through reinforcing the mechanisms of trans parency and questioning on the legitimacy and achievements of the public authorities , and instoring the democracy and part cipation values , furthermore , reinforcing the cult are of linking responsibility with questioning in order to help the good governance of the institutions and achieve an eschaustive growth . Like other states , morocco has made efforts in the purpose of construction alizing the concept of public polices evaluation and attributing this miss in the parliament being the very directly specialized author orate . in addition to other institutions on the way of making successful their public policies and reaching their growth related goals .
