ضرورة إصلاح وحوكمة صندوق النقد الدولي لإستقرار النظام النقدي العالمي للفترة 1997-2020

Abstract

تهدف هذه الدراسة الى تسليط الضوء على ضرورة اصلاح وحوكمة أداء صندوق النقد الدولي لأهمية دوره في استقرار النظام النقدي العالمي خصوصا وأنه لا ينفك يتعرض لجملة من الانتقادات سواءا من جانب ادارته للأزمات، كيفية اتخاذ القرارات أو برامجه للتعديل الهيكلي أوالانذارالمبكروغيرها، فبالرغم من كل المساعدات الائتمانية والفنية التي يقدمها وحتى اصلاحات نظام الحصص والحوكمة التي أجراها، لاتزال كلمة غير كافية ملازمة له;ولقد خلصت الدراسة الى أنه وبالرغم من كل النقائص والاخفاقات الا انه ولأهمية الدور الذي يلعبه الصندوق على رأس النظام النقدي العالمي,لابد من الاصرارعلى اصلاحه لأن هذا ينعكس ايجابا على استقرار النظام النقدي العالمي.

Cette étude vise à éclairer la nécessité de réformer et de régir la performance du Fonds monétaire international en raison de l’importance de son rôle dans la stabilité du système monétaire mondial, d’autant plus qu’il continue de faire l'objet de nombreuses critiques, que ce soit par sa la gestion de crise, la manière don ’t les décisions sont prises ou ses programmes d’ajustement structurel ou d’alerte précoce, etc. Le crédit et l’aide technique qu’il fournit, et même les réformes du système de quotas et de la gouuvernance qu’il a entreprises, le mot est encore insuffisant. L'étude a concl que malgré toutes les lacunes et les échecs, mais en raison de l'importance du rôle joué par le Fonds à la tête du système monétaire mondial, nous devons insister sur sa réforme car cela se reflète positivement sur la stabilité du système monétaire mondial .

This study aims to shed light on the need to reform and govern the performance of the International Monetary Fund due to the importance of its role in the stability of the global monetary system, especially as it continues to be subjected to many criticisms, whether by its crisis management, how decisions are taken or its programs for structural adjustment or early warning etc. The credit and technical aid it provides, and even the quota system reforms and governance that it has undertaken, the word is still insufficient. The study concluded that despite all the shortcomings and failures, but due to the importance of the role played by the Fund at the head of the global monetary system, we must insist on reforming it; because this reflects positively on the stability of the global monetary system.
