Abstract: Signs of discrimination and hate speech have recently appeared in Algeria; On a religious, ethnic or regional basis, which necessitated the issuance of Law No. 20-05 for the prevention of discrimination and hate speech, in an attempt to keep pace with international legislation in this field, however, observers see this as a real threat to freedom of opinion and expression, if sufficient guarantees are not available for its implementation And one of the most important things we have reached in this article is the necessity to entrust the monitoring of these speeches to an agency independent of the state, while providing more legal guarantees that help differentiate between freedom of expression and hate speech
