Abstract: This article examines the most important reforms that the Algerian legislature has devoted to strengthening and developing the role of local communities in managing local affairs, by adopting modern mechanisms such as electronic administration and partnership with the aim of modernizing their methods of conduct. Thus, the descriptive approach and the content analysis method were relied upon by presenting the concepts and analyzing the legal texts related to the topic in order to know the requirements for activating these mechanisms, in light of the deficit that the traditional methods have shown, so no reform is made except by granting them precisely defined specializations that are handled by an efficient local human resource besides the availability Adequate financial resources, which constitutes an obstacle for these communities to play their role as one of the most important pillars of the modern state
