دور منظمة العمل الدولية في رسم سياسة التشغيل -حالة الجزائر

Abstract

أصبح الحديث عن سياسة التشغيل من المبادئ الأساسية لتطور وبناء المجتمعات المتقدمة، لذا تعمل الدول على تبني السياسات الدولية التي تضع إطار تشريعي يعمل على وضع السياسات والمبادئ الأساسية لتنظيم قطاع التشغيل والعمل بين دول العالم. وبذلك انفردت منظمة العمل الدولية منذ تأسيسها سنة 1919، بوضع القواعد المساعدة على تمكين الدول من وضع برامج تشغيل فعالة، تساهم في خلق فرص عمل لائق يقلل من الفقر ويحقق العدالة الاجتماعية. الجزائر بدورها أدركت ضرورة الانخراط في منظمة العمل الدولية، كما عملت على تبني سياسات المنظمة والمصادقة على الاتفاقيات المتعلقة بالتشغيل والعمل، كما قامت بإدراج سياسات وطنية تعكس توجهات منظمة العمل الدولية، بهدف وضع إستراتيجيات وطنية تساهم في تحسين مستوى التشغيل والعمل والحد من ارتفاع نسب البطالة.

The police of employment is of the basic principles for the development and building fo is one of developed societies. Therefore, countries are adopting international policies that establish a legislative framework that will establish policies and basic principles for erglating the amployment and labor sector among the countries of the world. thus, since its founding in 1919, the International labor organization(ILO) has set up rules to enable state to develop effective employment programs that contribute to the creation of decent work that reduces poverty and achieves social justice. Algeria, in turn , recognized the nedd to engage in the ILO, worked on the adoption of ILO policies, ratified the employment and labor conventions, include national policies that reflect the ILO's orientation, and aim at developing national strategies to improve employment and labour, and the reduction of the high rate of unemployment.

Le rôle de l'OIT dans l'élaboration de la politique opérationnelle- le cas de l'Algérie. La politique de l' emploi est devenue l'un des principes fondamentaux du politiques internationales établissant un cadre législative propice au développement de politiques depuis sa création en 1919 l'organisation internationale du travail (OIT) a établi des règles permettant aux pays de mettre en place des programmes d'emploi efficaces cortibuant à la création d'un travail décent qui réduise la pauvreté et assure la justice sociale. La nécessité de s'engager au sein de l'OIT et d'adopter les politiques de l'organisation, de ratifier les conventions sur l'emploi, et d'inclure des politiques nationales reflétant les orientation des l'OIT et visant à élabore des: stratégies nationales contribuant à améliore le niveau de l'emploi, taux de chômage élevé.
