Abstract

تعد الإدارة الإلكترونية وليدة التطورات التكنولوجية الذي يشهده العالم المعاصر اليوم فقد جاءت كضرورة حتمية للمؤسسات لمسايرة التطورات والتغيرات حيث ان تطبيقها له اثر كبير على أداء المؤسسة بما فيها الأداء الوظيفي ومن هذا المنطلق توجهنا في دراستنا للكشف عن الإدارة الالكترونية ودورها في تحسين الأداء الوظيفي في مديرية التربية لولاية ورقلة وقدم ذلك من خلال المنهج الوصفي وادوات جمع البيانات : الاستمارة التي وزعت على موظفي المديريةوللإجابة علىالاشكالية المطروحة قمنا بطرح التساؤلات التالية : - كيفتساهمالإدارةالالكترونيةفيتحسينالأداءالوظيفيفيمديريةالتربيةلولايةورقلة؟ وبعد جمع المعلومات والبيانات المتعلقة بموضوع البحثقمنا بتحليلها وتفسيرها وصولا الى النتائج المحققة : ان الإدارةالالكترونية للمؤسسةتتوفر علىمجموعةمنالعناصر(أجهزةالحاسوبولواحقها،الشبكات،البرمجياتوقواعد البيانات،الكوادرالبشرية)التيتساعدها على أداءأعمالهاووظائفهاالإدارية،تطبيق الإدارة الإلكترونية على مستوى المؤسسة يحسن من الأداء الوظيفي للمؤسسة، استخدام الإدارة الالكترونية يؤدي الى التغلب على العديد من المشاكل التي كانت تعيق مسيرة العمل مثل عامل امن المعلومات، المكان والزمان وغيرها،ولكن هذا لا يمنع من وجود صعوبات تحد من الانتقال الى ارقى مستويات الإدارة الالكترونية

Its application has great effect on the institution performance including functional performance .Starting from this point، we have moved forward in our study to detect the electronic administration and its role in enhancing functional performance in Directorate of Education of Ouargla State. Wehave adopted the descriptive method and data collection tools: the form distributed to the Directorate staff ; to answer the problematic ،we have proposed the following questions: _What are the methods and techniques adopted by the Directorate of Education of Ouargla State? And after information collected and data related to the subject .The research analyzed and interpreted to achieve the results reached: the electronic administration of the institution has a set of elements (computer hardware and accessories، networks، software and databases، human cadres) that help to perform its work and administrative functions. The application of electronic administration at the institution level improves the functional performance of the institution. The use of electronic administration leads to overcoming many of the problems that were hindering the work process، such as the information security element، (setting) place and time، and others، but this does not prevent the existence of difficulties that limit the transition to the highest levels of electronic administration.
