دور المنصـات الإلكترونـية فـي إدارة المؤسسـات الجزائريـة _ دراسـة حالـة لمؤسسـة سيـترام ورقلــة _ نموذجـا

Abstract

حاولنا من خلال هذه الدراسة تسليط الضوء على دور المنصات الإلكترونية في إدارة المؤسسات الجزائرية للتعرف على الدور الذي تؤديه هذه المنصات في التعاملات الإدارية وإيضاح مساهمة المنصات الإلكترونية في تسهيل عملهم ، وكذلك التعرف على أهم المتطلبات وأثرها على الأداء الوظيفي وكذا المعوقات التي تقف في وجه تطبيقها ، وقد إعتمدنا على تساؤل رئيسي : كيف تساهم المنصات الإلكترونية في إدارة مؤسسة سيترام بولاية ورقلة ؟ و إعتمدنا على منهج دراسة الحالة والذي يعرف بأنه وسيلة لجمع البيانات والمعلومات في الدراسات الوصفية ،و إستعنا في جمع المعلومات بـلملاحظة الميدانية و المقابلة و إستمارة الإستبيان التي تحتوي على أربعة محاور والتي وزعت على الموظفين الإداريين في مختلف المصالح الإدارية داخل مؤسسة سيترام ورقلة. وقمنا بتحليل كمي و كيفي للبيانات وتوصلنا إلى أهم نتائج : _تعتمد مؤسسة سيترام في عملها على إستراتيجية واضحة في مجال التعاملات الإدارية الإلكترونية من خلال الإستغلال الأمثل للتكنولوجيا عن طريق المنصات الإلكترونية . _تملك مؤسسة سيترام قاعدة بيانات لحفظ مختلف الوثائق. _المنصات الإلكترونية تسهل عمل موظفي مؤسسة سيترام من خلال التقليل من إستخدام الورق لربح الوقت والمال. _من أكثر المعوقات التي تواجه مؤسسة سيترام بولاية ورقلة هي إعتماد الجمهور الخارجي للمؤسسة على نظام الإدارة التقليدية .

Through this study, we highlighted the role of digital platforms in the management of Algerian institutions with the aim of identifying the role played by these platforms in administrative dealings and explaining the contribution of digital platforms in facilitating their work, as well as identifying the most important demands and their Impact on job performance as well as the obstacles that stand in the way of their application, and we have relied on asking the main question: How dodigital platform contribute to the management of Setram foundation in Ouargla? We relied on the case study curriculum, which is defined as the means of collecting data and information in the descriptive study, and we used to collect information with field observation, interview and questionnaire form containing four sequences, which were distributed to administrative staff from different administrative interests. We analyzed the quantitative and qualitative data and reached the most important results: _ The Setram Foundation relies on a clear strategy in the field of digital management transactions through the optimal exploitation of technology through digital platforms. _The Setram Foundation has a database for the preservation of various documents. _ Digital platforms facilitate the work of Setram employees by reducing the use of paper to profit time and money. _One of the most difficult obstacles facing Setram Foundation in Ouargla is the reliance of the external group of the institution, on the system of traditional management.
