Abstract

ملخص: تمثل المشتقات المالية الموضوع الأكثر جدلا بين الكتاب والمتعاملين بهذه الأدوات، فعلى الرغم من مرور أكثر من ربع قرن على التعامل المنظم بهذه الأدوات إلا أن الكتاب والمتعاملين بها لازالوا ينقسمون وبصورة واضحة إلى فريقين متعاكسين، ففي حين يرى الفريق الأكثر تفاؤلا بأن هذه الأدوات تعد مفتاحا لحل العديد من المشاكل التي تواجه المؤسسات الاقتصادية والمالية من خلال إمكانية استعمالها في إدارة المخاطر و تغطيتها، فهناك فريق آخر يصر على الحذر من التعامل بهذه الأدوات الجديدة وعدم التعامل معها إطلاقا بسبب المخاطر الكبيرة التي تصاحبها في السوق،حتى أن البعض يعرفها على أنها الأدوات التي عند استعمالها تسبب الخسائر الكبيرة، وأنها وحش المالية المفترس و"ديناميت" الأزمات المالية.

Résumé: La question des "produits financiers dérivés" reste la plus controversée entre auteurs et utilisateurs de ces outils. Et, bien que soit passé plus d'un quart de siècle sur leur utilisation organisée, ces derniers sont toujours en désaccord à ce sujet. Les partisans trouvent que ces outils constituent la clé pour résoudre moult problèmes auxquels sont confrontées les institutions économiques et financières et cela grâce à leur utilisation dans la gestion des risques. En revanche, les détracteurs insistent sur le fait qu'il faut être attentif lors de leur utilisation vu les risques qui y sont associés.
