Abstract: The subject of civilizational change is of paramount importance, both in terms of community-living or of scientifically; where it has been and it still the aim of every human group wants to fulfill itself and completing their identity for reaching desired welfare and happiness, so it gets a broad space of philosopher meditations and in writings of thinkers through the history of humanity, especially in modern times. This preoccupation has been strongly on the table by Muslims since the first moments of the beginning decline of the Islamic nation's civilization which had prevailed in the world for many centuries. On such a basis, we want to examine this topic by analyzing tow viewpoints of both Ibn Khaldun and Malek Ben Nabi, especially since their ideas had occupied always an advanced position on every scientific event about social reform in Muslim and Arab societies, and we had noted a frequent intersection in their viewpoints about the dimensions of the topic, such as relapse reasons, and its manifestations, the starting-points of change and its mechanism, and this what we had touched upon in our research paper
