Although social theories and various empirical studies deal with the subject of functional specialization and the resource of the young, which tries to find the relationship between them, through the effects of functional specialization on the human resource, this is reflected in the development, In this paper we are trying to identify what is in the reality of Algerian institutions through the field we have chosen (the headquarters of the state of Djelfa - the local administration) and this is to investigate the facts and try to identify the existing functional specialization systems da And its effects on working individuals.
