دور تكنولوجيا المعلومات في تفعيل التسيير الإستراتيجي بالإعتماد على نموذج COBIT دراسة حالة المؤسسة الوطنية للتنقيب والمؤسسة الوطنية لأشغال الحفر والآبار

Abstract

تهدف الدراسة إلى معرفة مدى مساهمة تكنولوجيا المعلومات وفقا لأبعاد نموذج كوبيت المتمثلة في (التقييم والتوجيه والمراقبة، الموائمة والتخطيط والتنظيم، البناء والاكتساب والتنفيذ، الدعم وتقديم الخدمة والمراقبة والتقييم والتقدير) على تفعيل التسيير الإستراتيجي (تحليل البيئة الخارجية، تحليل البيئة الداخلية، الاختيار الإستراتيجي، التنفيذ الإستراتيجي والرقابة الإستراتيجية). أجريت على عينة من 240موظف في كل من المؤسسة الوطنية للتنقيب والمؤسسة الوطنية لأشغال الحفر والآبار،عن طريقأداةالاستبيان، والتي تمت معالجة البيانات ببرنامج spss v 25 توصلت الدراسة إلى جملة من النتائج أهمها: للمؤسسات محل الدراسة نموذج إداري لتكنولوجيا المعلومات يتوافق مع نموذج كوبيت، وتوجد علاقة ذات دلالة إحصائية بين تكنولوجيا المعلومات المستوى المطبق من نموذج كوبيت وتفعيل التسيير الإستراتيجي في المؤسسات محل الدراسة.

The purpose of this study is to investigate the contribution and the effect of informationtechnology according to the dimensions of the COBIT model which are (evaluation, guidance andcontrol, alignment, planning and organization, construction, acquisition and implementation,support and service provision, monitoring, evaluation and assessment) on the activating ofstrategic management) Analysis of the external environment; internalenvironment analysis; Strategic choice; Strategic execution and Strategic control) In order to test the hypothesis, a questionnaire was given to a sample of240 employees inboth the National Corporation for Exploration and the National Corporation for Drilling and WellWorks. Statistical package for the social sciences (SPSS 0.25) was used to analyze the data andtest the hypotheses. The study reached several results, the most important are: The companies under study have amanagement model for information technology that corresponds to the COBIT model, and there isa statistically significant relationship between information technology, the applied level of theCOBIT model, and the activation of strategic management in the companies..
