Abstract

هدفت هذه الدراسة إلى معرفة مصادر تمويل صندوق الصندوق الوطني للضمان الاجتماعي وقدرته على تحقيق التوازن المالي فيه ولتحقيق هذا قمنا بدراسة ميدانية للصندوق الوطني للضمان الاجتماعي للعمال الغير الأجراء بوكالة ورقلة حيث قمنا بتحليل الميزانيات المالية للسنوات 2016.2017.2018.2019 ودراسة الوضع المالي للصندوق باستخدام بعض مؤشرات الأداء المالي ومؤشرات التوازن المالي .وتوصلت الدراسة إلى عدة نتائج أهمها أن المصدر الوحيد لتمويل الصندوق هو الاشتراكات التي يدفعها المنخرطون، بالإضافة إلى أن الصندوق يعاني من تحصيل الاشتراكات وهذا ما يؤثر عليه ماليا، وفي الأخير وجدنا أن الصندوق حقق توازنا ماليا خلال فترات الدراسة وأن الوضعية المالية للصندوق مريحة نوعا ما.

This study aimed to know the sources of financing of the National Fund for Social Security and its ability to achieve financial balance in it. To achieve this, we conducted a field study of the National Fund for Social Security for Unpaid Workers in Ouargla, where we analyzed the financial budgets for the years 2016.2017.2018.2019 and study the financial position of the fund using some indicators of financial performance and indicators of financial balance. The study reached several results, the most important of which is that the only source of financing for the Fund is the contributions paid by those involved, in addition to the fact that the Fund suffers from the collection of contributions and this affects it financially. Finally, we found that the Fund achieved a financial balance during the study periods and that the financial position of the Fund Quite comfortable.
