The Problem of Financing Higher Education in Algeria and Ways to Develop it, With Reference to International Experiences

Abstract

Financing university institutions, especially public ones in Algeria, is one of the most important problems that the higher education sector knows. Therefore, this research paper discusses various challenges to find various alternative sources of government funding in the higher education sector in Algeria through a reading of the various financing methods used in a group of countries, We concluded that there is a shift in the methods of financing higher education institutions across the world from public financing to private financing for higher education, while others are moving towards a gradual shift in adopting new and different systems and sources for cost-sharing and meeting the increasing demand for higher education, and other new methods that have been adopted to finance Institutions of higher education. يعتبر تمويل المؤسسات الجامعية خاصة العمومية منها في الجزائر من أهم المشاكل الذي يعرفها قطاع التعليم العالي، ولذلك تناقش هذه الورقة البحثية مختلف التحديات لإيجاد مصادر متنوعة وبديلة للتمويل الحكومي في قطاع التعليم العالي في الجزائر من خلال قراءة في مختلف طرق التمويل المستخدمة في مجموعة من الدول، واستنتجنا أن هناك تحولا في أساليب تمويل مؤسسات التعليم العالي عبر العالم من التمويل العام إلى التمويل الخاص للتعليم العالي، بينما يتحرك الآخرون نحو التحول التدريجي في اعتماد أنظمة ومصادر جديدة ومختلفة لتقاسم التكلفة وتلبية الطلب المتزايد على التعليم العالي، وغيرها من الأساليب الجديدة التي تم اعتمادها لتمويل مؤسسات التعليم العالي. الكلمات المفتاح : تمويل ؛ جامعة ؛ جزائر ؛ تحارب دولية.
