مساهمة الرقمنة في تحقيق مبادئ الحوكمة دراسة حالة كلية العلوم الاقتصادية والتجارية وعلوم التسيير قاصدي مرباح -ورقلة

Abstract

تهدف هذه الدراسة إلى التعرف على كيفية مساهمة الرقمنة من خلال الأبعاد: الأجهزة والعتاد، البرمجيات والتطبيقات، الشبكات، والموارد البشرية في تحقيق مبادئ الحوكمة بالتركيز على الأبعاد التالية: الشفافية، المساءلة، المشاركة، الإستقلالية، العدالة والمسؤولية الإجتماعية بالمؤسسة العمومية الخدماتية كلية العلوم الاقتصادية والتجارية وعلوم التسير جامعة قاصدي مرباح ورقلة. ولتحقيق أهداف الدراسة تم استخدام أداة البحث الاستبانة لجمع البيانات حيث تمت المعالجة الإحصائية ل (43) استمارة إستبانة، على عينة تضمنت أعضاء مجلس الإدارة، أساتذة مهتمين بموضوع الدراسة، عمال إداريين مكلفين بالرقمنة وممثلي الطلبة وذلك باستخدام برنامج الحزمة الإحصائية للعلوم الإجتماعية spss نسخة 26، حيث تم استخدام المنهج الوصفي التحليلي لدراسة الموضوع. تم التوصل إلى عدد من النتائج أهمها: مستوى توافر متوسط لكل من الرقمنة والحوكمة في كلية العلوم الإقتصادية والتجارية وعلوم التسيير بجامعة قاصدي مرباح ورقلة كما توصلنا إلى علاقة إرتباط قوية بين الرقمنة والحوكمة قدرت ب 80.3% في المؤسسة محل الدراسة. هناك تأثير لأبعاد الرقمنة: الشبكات، الموارد البشرية، التطبيقات والبرمجيات على الترتيب في تحقيق الحوكمة لمؤسسة محل الدراسة. حيث اسفرت النتائج على المعادلة التالية: Y=-0.320 +0.480X1+0.311X2+0.265X3 ومنه تفسر المعادلة كمايلي: مبادئ الحوكمة = -0.320 +0.480شبكات +0.311 موارد بشرية +0.265 البرمجيات والتطبيقات. حيث: Y : مبادئ الجوكمة؛ X1 : الشبكات؛ X2 : الموارد البشرية؛ X3 : البرمجيات والتطبيقات. وعليه يمكن القول بأن الأبعاد التالية للرقمنة: (الشبكات، الموارد البشرية، البرمجيات والتطبيقات) من بين أهم الأبعاد التي لها تأثير على تحقيق مبادئ الحوكمة في كلية العلوم الإقتصادية والتجارية وعلوم التسيير بجامعة قاصدي مرباح ورقلة.

This study aims to investigate how digitization contributes through dimensions: hardware, software and applications, networks, and human resources to achieve governance principles, focusing on transparency, accountability, participation, independence, justice, and social responsibility in the public service college of Economic and Commercial Sciences and Management Sciences at the University Kasdi Merbah Ouargla. To achieve the study objectives, a survey tool was used to collect data, with statistical processing of 43 survey forms using SPSS version 26. The analytical descriptive approach was employed to study the subject. Several key findings were reached: There is a moderate level of availability of both digitization and governance at the College of Economic and Commercial Sciences and Management Sciences at the University Kasdi Merbah Ouargla. We found a strong correlation between digitization and governance estimated at 80.3% in the study institution. There is an impact of the dimensions of digitization: networks, human resources, software and applications, in that order, on achieving governance in the study institution. The results yielded the following equation: Y = -0.320 + 0.480X1 + 0.311X2 + 0.265X3 Where the equation is interpreted as follows: Governance principles = -0.320 + 0.480 networks + 0.311 human resources + 0.265 software and applications. Where: Y: Governance principles; X1: Networks; X2: Human resources; X3: Software and applications. Thus, it can be concluded that the following dimensions of digitization: networks, human resources, software and applications, are among the most important dimensions influencing the achievement of governance principles at the College of Economic and Commercial Sciences and Management Sciences at the University Kasdi Merbah Ouargla.
