تطور مواقف جامعة الدول العربية تجاه القضية الفلسطينية منذ سنة 2002 إلى غاية 2024

Abstract

تعيش القضية الفلسطينية حالة من التشتت في المواقف والقرارات، كما تتعرض لضغوطات خارجية تضعف قرارها الداخلـي منذ اتفاقية السلام الإسرائيلية، ولقد إزدادت الحالة سوء عندما أقدمت بعض الدول الخليجية على التطبيع مع الكيان الإسرائيلي على أساس "سلام مقابل سلام"، مما أثر ذلك على القضية الفلسطينية وسياستها الخارجية، لهذا جاءت هذه الدراسة لتبين تطور مواقف جامعة الدول العربية اتجاه القضية الفلسطينية .

لقد تناولت هذه الدراسة عدة مناهج ومحاور عدة متعلق بالتطبيع وأثاره على القضية الفلسطينية في ظل الانقسام السياسي الفلسطيني، وقد استخدمت الدراسة المنهج التاريخي الذي يدرس الماضي من أجل إلى الحقائق لتحديد المشكلة، وقد استخدمت المنهج الوصفي التحليلي الذي يدرس البحث عن الظواهر الطبيعية والاجتماعية والسياسية، بالإضافة إلى نظرية صنع القرار والذي بدورها تفسر عملية صناعة القرار وتنفيذه ومتابعته ضمن الدوائر الرسمية، على ثلاث محاور ، تناول الفصل الأول التعريف بجامعة الدول العربية، كما تناول الفصل الثاني القضية الفلسطينية في ظل التطبيع و الإنقسام السياسي الفلسطيني، وتناول الفصل الثالث تطور مواقف جامعة الدول العربية إتجاه القضية الفلسطينية ، وخلصت الدراسة إلى عدة نتائج منها : أن التطبيع العربي الإسرائيلي زاد الموقف الفلسطيني الخارجي ضعفا وتيها، بالإضافة إلى غياب موقف رسمي عربي تجاه عملية التطبيع ، مما خلق مواجهة مع المواقف الرسمية الفلسطينية والعربية الرافضة للتطبيع ، وأوصت الدراسة بضرورة تطوير رؤية وإستراتجية عربية موحدة مع فلسطين ، من أجل مواجهة التطبيع مع الكيان الإسرائيلي ومنع هذا الكيان من ممارسة عدوانه على الشعب الفسلطيني.

The Palestinian issue lives in a state of dispersion in positions in positions and decisions , and is subject to external pressures that weaken its internal decision – since the Palestinian – Israeli peace agreement – and the situation worsened when some Gulf states embarked on normalization with Israel , on the basis of peace which affected this on Palestinian issue and its foreign policies , and the Palestinian situation is further complicating the continuation of the Palestinian political division this is why this study came to show the development of positions of the Arab league towards the Palestinian issue.

The study has dealt with several approaches and several axes related to normalization and its effects on the Palestinian political division, the study used the historical method that studies the past in order to reach the facts to define the problem. It also used the descriptive and analytical approach that studies the search for natural, social and political phenomena, in addition to the theory of decision – making, which in turn explains the decision – making process , its implemention and its follow – up within official departments and the study was distributed over three axes the first chapter deals with the definition of the league of Arab states, and in the second chapter we address the Palestinian issue in light of normalization and the Palestinian political division , and the third chapter deals with the development of the positions of the league of Arab states towards the Palestinian issue , and the study also concluded the most important results, narmely the Gulf – Israeli normalization increased the external palestinina political position weakened and lost in addition to the absence of an official stop towards normalization, wich created a confrontation with the official and popular Palestinian and Arab positions that reject normalization, the study recommended developing a unified Arab vision and strategy with Palestine in order to confront normalization with Israel and prevent Israel from exercising its aggression against the Palestinian people.
