Abstract

نهد من خلال دراستنا إلى تبين دور مصادر تمويل الجماعات المحلية، و أهميتها في تغطية جميع متطلباتها سواء كانت بخصوص الإدارة أو المشاريع التي تفيد مواطنيها، و عليه تم تقسم دراستنا إلى ثلاثة محاور أساسية، سنتكلم في المحور الأول على التنمية المحلية مبادئها و أبعادها، أما في المحور الثاني يحتوي على تعريف الجماعات المحلية خصائصها و أهدافها ، اما المحور الأخير فسنتكلم فيه عن مصادر تمويل الجماعات المحلية المختلفة و سواء كانت الداخلية أو خارجية ، و هذه الأخيرة لها دور كبير في تلبية جميع متطلبات المواطنين، و الطرق التي يمكن أن تساعدها في تكملت مزانيتها في حالت العجز لتحقيق التنمية المحلية. كما تحرص المجتمعات المحلية على توفير الموارد المالية اللازمة لتأمين كافة متطلبات التنمية المحلية وتحقيقها، وذلك من خلال حسن إدارة واستغلال مواردها الداخلية بالإضافة إلى الإعانات التي تحصل عليها من السلطة المركزية لتحقيق التنمية الشاملة للبلاد. We aim Through our study, we sower to show the role of sources of financing local groups, and their importance in covering all its requirements, whether it is regarding the administration or projects that benefit their citizens, Accordingly, our study was divided into three main Basic ,In the first axis, we will speak on local development its principles and dimensions .The second axis contains a definition of local groups, their characteristics and goals As for the last axis, we will talk about the sources of financing the various local groups, whether the interior or external ,And the latter has a major role in overcoming all the requirements of citizens, and the ways that can help them in completing their bodies in the event of deficit to achieve local development. As Local communities ensure the provision of financial resources to ensure all local development requirements and achieve them, through the proper management and exploitation of their internal resources in addition to the subsidies they receive from the central authority to achieve comprehensive development of the country.
