متطلبات الحوكمة الصحية كآلية للنهوض بالقطاع الصحي في الجزائر Health Governance Requirements As A Mechanism To Get Up The Health Sector In Algeria

Abstract

تهدف هذه الدراسة إلى إبراز أهم المشاكل التي يعاني منها القطاع الصحي الجزائري، وكذا كيفية تجاوزها من خلال تبني الحوكمة الصحية بمختلف مبادئها وأسسها والفواعل المتدخلة في تحقيقها، كما تهدف الدراسة أيضا إلى تبيان العقبات أو المشاكل التي تعترض عملية حوكمة القطاع الصحي، خاصة مع التحديات الصحية والاجتماعية الملحة التي أصبحت تستدعي تركيز الجهود أكثر لتحقيق نتائج أفضل من حيث الرعاية الصحية المقدمة، الأمر الذي يتطلب المزيد من الاهتمام والتوجه نحو تحقيق تنمية صحية مستدامة. توصلت هذه الدراسة إلى أن حوكمة القطاع الصحي تحتاج إلى توافر المقومات والأطر القانونية والمؤسسية المناسبة، إضافة إلى الانطلاق من دراسة تشخيصية للكشف عن حقيقة الوضع الذي يعيشه هذا القطاع، من أجل بلوغ أهداف الحوكمة الصحية في وضع سياسات صحية رشيدة ترقى بمستوى آداء المنظومة الصحية الجزائرية. This study aims to highlight the most important problems that the Algerian health sector suffers from, as well as how to overcome them by adopting health governance with its various principles and foundations and the actors involved in achieving them. The study also aims to show the obstacles or problems that face the health sector governance process, especially with the urgent health and social challenges that have become necessitated to focus more efforts to achieve better results in terms of health care provided, which requires more attention and orientation towards achieving sustainable healthy development. This study concluded that the governance of the health sector requires the availability of the appropriate legal and institutional components and frameworks. In addition to starting a diagnostic study to reveal the reality of the situation in this sector, in order to achieve the objectives of health governance in the development of rational health policies that raise the level of performance of the Algerian health system.
