إصلاح السياسة البيئية في الجزائر على ضوء الالتزامات الدولية والتعزيزات التشريعية

Abstract

أصبحت البيئة وسبل حمايتها من القضايا المهمة ذات الأولوية في جميع المحافل الدولية، والجزائر على غرار دول العالم أخذت على كاهلها مهمة المحافظة على البيئة بولوجها للمؤتمرات العالمية ومصادقتها على مجمل الاتفاقيات البيئية انعكس هذا التوجه عليها بتبني سلسلة من السياسات الإصلاحية الداخلية تدعَمتبإستحداث وزارة خاصة كلفت بحماية البيئة وبتوليفة من القوانين الهامة ذات التوجه نحو التنمية المستدامة وتكريسها. وقد توصلت الدراسة الى أنَ فترة الإصلاحات في الجزائر بدأت منذ 2001 أين عرفت المنظومة البيئية استقرارا في هيئاتها وتطورا ملحوظا في عدد القوانين ذات الشأن البيئي، لكنها رغم ذلك بقيت غير كافية ولم تبلغ المرام لها وذلك راجع لعدم إلزامية القوانين وعدم الصرامة في تطبيقها.

L'environnement et les moyens de le protéger sont devenus l'une des grandes questions prioritaires dans toutes les enceintes internationales, et l'Algérie, à l'instar des pays du monde, s'est engagée à préserver l'environnement à travers son accès aux conférences internationales et sa ratification de toutes les accords environnementaux. Environnement et une combinaison de lois importantes orientées vers le développement durable et la consécration. L'étude a conclu que la période des réformes en Algérie a commencé depuis 2001, lorsque le système environnemental était connu pour être stable dans ses organes et un développement remarquable du nombre de lois concernant l'environnement, mais malgré cela, il est resté insuffisant et n'a pas atteint son objectif, en raison des lois non obligatoires et du manque de rigueur dans leur application.

The environment and ways to protect it have become one of the important issues of priority in all international forums, and Algeria, like the countries of the world, took on the task of preserving the environment through its access to international conferences and its ratification of all environmental agreements.
