التنمية المحلية كآداة لتحقيق السلم الإجتماعي بولاية ورقلة ( 2001 – 2019 )

Abstract

تشكل التنمية المحلية بولاية ورقلة عملية تغيير شامل ومخطط ومتكامل في بنية المجتمع وفق توجهات عامة لتحقيق أهداف محددة تسعى أساسا لتحسين المستوى المعيشي لأفراد المجتمع المحلي من خلال العناية بالبنى التحتية ، تحسين الخدمات العمومية، توفير السكن،وتوفير مناصب للشغل للشباب البطال وكذا التشجيع على الاستثمار المحلي. يمكن بواسطة التنمية المحلية تحقيق التعاون الفعال بين المجهودين الشعبي والحكومي للارتقاء بمستوى الجماعات المحلية شريطة أن تكون وفق تخطيط محكم بالإعتماد على الجهود الذاتية الفعالة لأفراد المجتمع المحلي ، وبالتالي فالمشاركة الشعبية مهمة جدا لأجل ضمان نجاحها من مبدأ ترسيخ قيم الديمقراطية التشاركية و استغلال كل المقومات التنموية التي تتوفر عليها الولاية. فهي تسعى للمساهمة وبفعالية في بناء السلم الاجتماعي من حيث اشباع رغبات المواطنين وتحسين ظروفهم المعيشية . لقد ساهم تنفيذ مشاريع التنمية المحلية بولاية ورقلة إلى حد بعيد في توفير مناصب للشغل وشراء السلم الاجتماعي.من هنا أصبح لزاما الاهتمام بترقيتها لتحقيق الرفاهية،النمو و الاستقرار،وبالتالي تحقيق رضا المواطنين.

Local development in Ouargla State constitutes a process of comprehensive, planned and integrated change in the structure of society, according to general directions to achieve specific goals that seek primarily to improve the standard of living of members of the local community , by taking care of infrastructure, improving public services, providing housing, providing jobs for unemployed youth, as well as encouraging local investment. Through local development, effective cooperation can be achieved between popular and governmental efforts to raise the level of local communities, provided that it is in accordance with careful planning. Depending on the effective efforts of local community members. Therefore, popular participation is very important in order to ensure its success, based on the principle of consolidating the values of participatory democracy and exploiting all the development components that the mandate has. It seeks to contribute effectively to social peace-building in terms of satisfying the desires of citizens and improving their living conditions. The implementation of local development projects in the state of Ouargla has contributed greatly to providing job positions and building social peace. Hence, it has become necessary to pay attention to their promotion in order to achieve prosperity, growth and stability, and thus achieve citizens’ satisfaction.

Le développement local à Ouargla représente un processus global, planifié et intégré de changement dans la structure de la société, conformément à des orientations générales qui visent à améliorer le mode de vie des membres de la communauté locale afin de prendre soin des infrastructures, en améliorant les services publics, en fournissant des logements et en créant des emplois pour les jeunes chômeurs, ainsi qu'en encourageant l'investissement local. Le développement local peut permettre une coopération efficace entre les efforts populaires et gouvernementaux pour élever le niveau des communautés locales, à condition qu'il soit conforme à une planification solide, en s'appuyant sur les efforts personnels efficaces des membres de la communauté locale. La participation populaire est donc très importante pour assurer son succès sur la base du principe de consolidation des valeurs de la démocratie participative et d’exploitation de toutes les composantes de développement dont dispose l’État. Elle vise à contribuer efficacement à la construction de la paix sociale en satisfaisant les désirs des citoyens et en améliorant leurs conditions de vie. La mise en œuvre de projets de développement local à Ouargla a contribué de manière significative à la création d’emplois et à la promotion de la paix sociale. Il est donc devenu impératif de se concentrer sur la modernisation de ces projets pour parvenir à la prospérité, à la croissance et à la stabilité, et ainsi obtenir la satisfaction des citoyens.
