فعالية استخدام آليات السياسة النقدية لتصحيح اختلال ميزان المدفوعات دراسة حالة الجزائر (1990م -2015م)

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على مدى فعالية السياسة النقدية في تصحيح و معالجة الاختلال الممكن حصوله على مستوى ميزان المدفوعات في الجزائر خلال الفترة الممتدة من 1990م إلى غاية 2015م، و للإجابة على الإشكالية التالية: ما مدى مساهمة السياسة النقدية في تصحيح اختلال ميزان المدفوعات؟ و ما واقع ذلك في الجزائر؟ تمّ إظهار العلاقة الموجودة بين متغيري الدراسة حيث أعتمد في ذلك على استخدام نموذج الانحدار الخطي المتعدّد، استنادًا لمتغيرات الدراسة: سعر الصرف، معدّل الخصم، الكتلة النقدية. حيث توصلت الدراسة لوجود تأثير مباشر لسعر الصرف على ميزان المدفوعات كما هو الحال لمعدّل الخصم، بينما تأثير الكتلة النقدية شبه منعدم يعود ذلك لسبب تداول نفس النسبة من النقود، هذا ما يؤكد أنّ للآليات السياسة النقدية أثر على ميزان المدفوعات و إن كان هاذ التأثير بسيطًا

This study aims to shed light on the effectiveness of monetary policy in correcting and addressing the possible deficiency in the balance of payments in Algeria during the period from 1990 to 2015 and to answer the following main questions: What extend is the contribution of monetary policy in correcting the balance of payments imbalance? The relationship between the two variables was shown using the linear and simple regression model based on the study variables: exchange rate, discount rate, cash mass The study found that there is a direct effect on the balance of payments on the balance of payments, as is the case for the discount rate, while the effect of the monetary mass is almost non-existent due to the same circulation of money, which confirms that the mechanisms of monetary policy affect the balance of payments and if this effect is simple
