دور وسيط الجمهورية في تحسين خدمات المرفق العمومي

Abstract

تتناول هذه الدراسة دور هيئة وسيط الجمهورية في تحسين جودة الخدمة العمومية بالجزائر، من خلال تحليل الإطار القانوني والتنظيمي للهيئة، وتقييم مدى فعاليتها في معالجة التظلمات الإدارية، وتقريب الإدارة من المواطن. وقد خلصت الدراسة إلى أن الوسيط يمثل أداة رقابية واستشارية مهمة، رغم محدودية صلاحياته، ويشكل خطوة نحو تكريس العدالة الإدارية وتعزيز الثقة بين المواطن والدولة. Cette étude porte sur le rôle du Médiateur de la République dans l'amélioration de la qualité du service public en Algérie, à travers l'analyse du cadre juridique et réglementaire de l'institution, ainsi que l’évaluation de son efficacité dans le traitement des réclamations administratives et le rapprochement de l’administration du citoyen. L’étude conclut que le Médiateur constitue un outil important de contrôle et de conseil, malgré la limitation de ses prérogatives, et représente une avancée vers la consécration de la justice administrative et le renforcement de la confiance entre le citoyen et l’État.

This study examines the role of the Ombudsman of the Republic in improving the quality of public service in Algeria, through an analysis of the legal and regulatory framework of the institution and an assessment of its effectiveness in handling administrative complaints and bringing the administration closer to the citizen. The study concludes that, despite its limited prerogatives, the Ombudsman serves as an important advisory and supervisory tool, representing a step toward establishing administrative justice and enhancing trust between citizens and the state.
