العلاقة بين الإدارة المركزية والإدارة المحلية في مجال حماية البيئة في الجزائر

Abstract

تشارك الإدارة المركزية مع الإدارة المحلية في مجال حماية البيئة في الجزائر، من خلال الأدوار التي تؤديها، فالإدارة المركزية تعنى برسم السياسات والبرامج المنظمة للبيئة أما الإدارة المحلية فتقوم بتنفيذها على مستوى بلديات وولايات الوطن وتعد أقرب من المواطن تطبيقا لمبادئ وأهداف قانون البيئة والتنمية المستدامة ضمن علاقة تكاملية، ولأن موضوع البيئة في الجزائر متجذر في كل القطاعات كان لا بد من تدعيم الوحدات المركزية والمحلية بهيئات إدارية تتحمل مسؤولية التحديات البيئية المتزايدة، وتوفر إطارا لحمايتها، وتنخرط في رسم المخططات للانتقال البيئي بعيدا عن البرامج المتقطعة، وتحقيق التعاون والتنسيق وتفادي التداخل في الصلاحيات التي قد تشكل عائقا أمام حماية البيئة في الجزائر، لذلك لا بد من تفادي الطرق التقليدية، والبحث عن الحلول والابتكارات الجديدة، والتي من شأنها إحداث الفارق وتجسيد الحماية الفعلية.

The central administration collaborates with the local administration in the field of environmental protection in Algeria through the roles they play. The central administration is responsible for formulating policies and programs regulating the environment, while the local administration implements them at the level of the country's municipalities and states. It is closer to the citizen, applying the principles and objectives of the Environment and Sustainable Development Law within a complementary relationship. Because the environmental issue in Algeria is deeply rooted in all sectors, it was necessary to support central and local units with administrative bodies that bear responsibility for the growing environmental challenges, provide a framework for environmental protection, and engage in developing plans for environmental transition away from intermittent programs. This should also achieve cooperation and coordination and avoid overlapping powers, which could constitute an obstacle to environmental protection in Algeria. Therefore, it is necessary to avoid traditional methods and seek new solutions and innovations that can make a difference and achieve effective protection.

En Algérie, l'administration centrale collabore avec les collectivités locales dans le domaine de la protection de l'environnement, à travers leurs rôles respectifs. Elle est chargée de formuler les politiques et programmes environnementaux, tandis que les collectivités locales les mettent en œuvre au niveau des municipalités et des États. Plus proche des citoyens, elle applique les principes et objectifs de la loi sur l'environnement et le développement durable dans une relation de complémentarité. La problématique environnementale en Algérie étant profondément ancrée dans tous les secteurs, il était nécessaire de soutenir les collectivités centrales et locales par des organes administratifs responsables des défis environnementaux croissants, d'encadrer la protection de l'environnement et de participer à l'élaboration de plans de transition environnementale, s'affranchissant des programmes intermittents. Cet objectif est atteint grâce à la coopération et à la coordination, en évitant les chevauchements de compétences qui pourraient constituer un obstacle à la protection de l'environnement en Algérie. Il est donc nécessaire d'éviter les méthodes traditionnelles et de rechercher de nouvelles solutions et innovations susceptibles de faire la différence et d'assurer une protection efficace. .
