المعضلة الأمنية للدول الصغيرة في منطقة الخليج: دراسة لحالتي قطر والإمارات

Abstract

تهدف هذه الدراسة إلى تحليل المعضلة الأمنية التي تواجهها دول الخليج الصغيرة، مع التركيز على كل من دولة قطر ودولة الإمارات العربية المتحدة كنموذجين رئيسيين. تنطلق الدراسة من الإطار النظري للنيوواقعية، وتحديدًا مفاهيم العون الذاتي، والانضمام إلى القطيع، والمساومات، لفهم كيفية تفاعل الدول الصغرى مع بيئة إقليمية غير مستقرة ومليئة بالتهديدات تفترض الدراسة أن قطر والإمارات، رغم تشابههما في حجم القوة والدور الإقليمي، تتبعان استراتيجيات أمنية مختلفة؛ حيث تميل الإمارات إلى الاعتماد على أدوات القوة الصلبة والتحالفات التقليدية، بينما توظف قطر أدوات القوة الناعمة والوساطة الدولية كاستراتيجية للحماية والتأثير. كما تستكشف الدراسة كيف تستثمر الدولتان في علاقاتهما مع القوى الكبرى عبر المساومات السياسية والعسكرية والاقتصادية لتعزيز أمنهما الوطني تعتمد الدراسة على منهجية تحليلية، وتستند إلى دراسة حالات وتطورات إقليمية معاصرة، لتبيان الفروقات في أنماط الاستجابة الأمنية لدى الدولتين. وتخلص إلى أن فهم سلوك الدول الصغرى في الخليج يتطلب تجاوز التحليل التقليدي للأمن، والاقتراب من منطق المعضلة الأمنية الذي يفسر سلوك هذه الدول كنتاج لتفاعل مركّب بين التهديدات والتقديرات الذاتية والتحالفات الخارجية.

This study aims to analyze the security dilemma faced by small Gulf states, with a particular focus on Qatar and the United Arab Emirates as key case studies. It adopts the theoretical framework of neorealism, drawing specifically on the concepts of self-help, bandwagoning, and strategic bargaining to understand how small states respond to a volatile and threat-prone regional environment. The study hypothesizes that while both Qatar and the UAE are similar in size and regional ambition, they pursue distinct security strategies: the UAE tends to rely on hard power and stable traditional alliances, whereas Qatar employs soft power tools and international mediation as a protective and influential strategy. Additionally, the study explores how both states engage in strategic bargaining with major powers—Qatar through hosting military bases and mediating regional conflicts, and the UAE through offering military and economic services—to strengthen their national security. Using a comparative analytical methodology, and grounded in recent regional developments, the study highlights the variation in security responses between the two states. It concludes that understanding the behavior of small Gulf states requires moving beyond conventional security analysis and toward the logic of the security dilemma, which explains their behavior as a result of complex interactions between perceived threats, internal capabilities, and external alliances.

Cette étude examine le dilemme de sécurité auquel font face les petits États du Golfe, en se concentrant sur le Qatar et les Émirats arabes unis. En s’appuyant sur la théorie du néoréalisme, elle analyse comment ces deux pays adoptent des stratégies différentes pour faire face aux menaces régionales : le Qatar mise sur la puissance douce et la médiation, tandis que les Émirats privilégient la puissance militaire et les alliances traditionnelles. L’étude montre que leur comportement sécuritaire dépend d’un équilibre complexe entre menaces perçues, capacités internes et relations avec les grandes puissances.
