أثر الرقمنة على إعـــادة هنـدسة العمــليات الإداريـــــة دراسة حالة بالمحافظة العقارية – تقرت (2014 – 2025)

Abstract

تهدف هذه الدراسة إلى تطوير نموذج قياسي لقياس أثر الرقمنة على إعادة هندسة العمليات الإدارية، من خلال معالجة إشكالية البحث: "إلى أي مدى تسهم التحول الرقمي في إعادة هندسة العمليات الإدارية بمصلحة حفظ الأملاك – تقرت" انطلقت الدراسة من إطار نظري للمتغيرين، وتم تطبيقه في نموذج عملي قائم على بيانات حقيقية، بهدف التنبؤ بمستوى الرقمنة في المؤسسة بحلول عام 2030. اعتمدت الدراسة على المنهجين الوصفي التحليلي والاستنباطي، واستندت إلى تحليل الوثائق والمقابلات مع المسؤولين لجمع البيانات. تم تحويل البيانات المجمعة إلى سلاسل زمنية تغطي الفترة من 2014 إلى 2025، وتم تحليلها باستخدام برنامج EViews.الاحصائي.

وقد كشفت النتائج أن الرقمنة أسهمت في تقليص الوقت اللازم للمعاملات الإدارية، مما أدى إلى تحسين الكفاءة الإدارية، في حين ظل تأثيرها على الجوانب التنظيمية محدودًا. وأظهرت النماذج التنبؤية اتجاهًا تصاعديًا في الأداء الإداري، بشرط أن يتم تبني التحول الرقمي بشكل أكثر تكاملًا. كما توصي الدراسة بوضع استراتيجية رقمية شاملة تربط بين التحديث التقني وإعادة هندسة العمليات الإدارية، مع التأكيد على تدريب الموظفين وقبول التغيير، وإعادة هيكلة المؤسسة، وتحسين البنية التحتية الرقمية، وتحديث البرمجيات لتواكب متطلبات الإدارة الحديثة للعقار. كما يجب الانتقال من مجرد رقمنة الإجراءات إلى تحقيق أداء فعّال. وتقترح الدراسة كذلك الاستفادة من نتائج النماذج التنبؤية في التخطيط المستقبلي.

This study aims to develop an econometric model to measure the impact of digitization on business process reengineering, by addressing the research question: "To what extent does digital transformation contribute to business process reengineering at the Land Registry Office – Touggourt?" The study began with a theoretical framework for both variables and applied it in a practical model based on real data, with the goal of forecasting the level of digitization in the institution by the year 2030.The study adopted both the descriptive-analytical and inferential methods, and relied on document analysis and interviews with officials for data collection. The collected data were converted into time series covering the period 2014–2025 and analyzed using the EViews software. The findings revealed that digitization has contributed to reducing the time required for administrative transactions, leading to improved administrative efficiency. However, its impact on organizational aspects remained limited. Predictive models indicated an improving trend in administrative performance, provided that digital transformation is adopted in a more integrated manner. The study recommends establishing a comprehensive digital strategy that links technical modernization with business process reengineering, emphasizing staff training and change acceptance, institutional restructuring, improving digital infrastructure, and updating software to meet the needs of modern property administration. The focus should shift from merely digitizing procedures to achieving effective performance. Additionally, the study suggests leveraging predictive model results in future planning.
