الديمقراطية التشاركية وتطور الانتخابات في الجزائــر بعــد الاستقلال من (1962الى 2019)

Abstract

نهذف من خلال هذه الدراسة التحليلة إلى فهم العلاقة بين تطور النظام الانتخابي في الجزائر منذ الاستقلال وترسيخ الديمقراطية التشاركية كآلية حديثة لتعزيز مشاركة المواطنين في صنع القرار العام، في ظل الاهتمام المتزايد بتوسيع المشاركة السياسية عبر آليات تتجاوز الانتخابات الدورية. تنطلق الدراسة من إشكالية: إلى أي مدى ساهم تطور النظام الانتخابي في الجزائر في تكريس مبادئ الديمقراطية التشاركية؟ وتتناولها عبر ثلاثة فصول: الأول يضع الإطار النظري والمفاهيمي للديمقراطية التشاركية وتمييزها عن الديمقراطية التمثيلية. الثاني يتتبع مسار الانتخابات في الجزائر منذ الاستقلال مرورًا بمختلف المراحل السياسية حتى ما بعد حراك 2019. أما الفصل الثالث فيحلل واقع الديمقراطية التشاركية في الجزائر بين النص القانوني والتطبيق الفعلي والتحديات التي تعيق تجسيدها. خلصت الدراسة إلى أن التغيرات الشكلية والدستورية في الممارسة الانتخابية لم تؤسس بعد لديمقراطية تشاركية حقيقية بسبب ضعف المجتمع المدني، وغياب الثقافة التشاركية، ومحدودية إرادة التغيير المؤسسي، وأن الانتخابات غالبًا ما استخدمت لإضفاء الشرعية الشكلية.

Ce mémoire vise à comprendre la relation entre l'évolution du système électoral en Algérie depuis l'indépendance et la consolidation de la démocratie participative en tant que mécanisme moderne pour renforcer la participation des citoyens à la prise de décision publique, dans un contexte d'intérêt croissant pour l'élargissement de la participation politique par le biais de mécanismes allant au-delà des élections périodiques. L'étude part de la problématique suivante : dans quelle mesure l'évolution du système électoral en Algérie a-t-elle contribué à la consécration des principes de la démocratie participative ? Elle l'aborde à travers trois chapitres : le premier établit le cadre théorique et conceptuel de la démocratie participative et sa distinction de la démocratie représentative. Le deuxième retrace le parcours des élections en Algérie depuis l'indépendance en passant par les différentes étapes politiques jusqu'à l'après-Hirak de 2019. Quant au troisième chapitre, il analyse la réalité de la démocratie participative en Algérie entre le texte juridique et l'application effective, ainsi que les défis qui entravent sa concrétisation. L'étude a conclu que les changements formels et constitutionnels dans la pratique électorale n'ont pas encore établi une véritable démocratie participative en raison de la faiblesse de la société civile, de l'absence de culture participative et de la limitation de la volonté de changement institutionnel, et que les élections ont souvent été utilisées pour conférer une légitimité formelle.

This thesis aims to understand the relationship between the evolution of the electoral system in Algeria since independence and the consolidation of participatory democracy as a modern mechanism to strengthen citizen participation in public decision-making, within a context of increasing interest in broadening political participation through mechanisms going beyond periodic elections. The study starts from the following problem statement: to what extent has the evolution of the electoral system in Algeria contributed to the consecration of the principles of participatory democracy? It addresses this through three chapters: the first establishes the theoretical and conceptual framework of participatory democracy and its distinction from representative democracy. The second traces the trajectory of elections in Algeria since independence, passing through the various political stages up to the post-Hirak of 2019. As for the third chapter, it analyzes the reality of participatory democracy in Algeria between the legal text and effective application, as well as the challenges that hinder its realization. The study concluded that the formal and constitutional changes in electoral practice have not yet established a genuine participatory democracy due to the weakness of civil society, the absence of a participatory culture, and the limitation of the will for institutional change, and that elections have often been used to confer formal legitimacy.
