Abstract

يبحث هذا المقال في الأبعاد الجيوسياسية للهجرة غير الشرعية في منطقة البحر الأبيض المتوسط، باعتبارها من القضايا المعقدة التي تؤثر في توازنات العلاقات بين دول الضفتين. تستند الدراسة إلى تحليل متعدد الأبعاد: تاريخي، اقتصادي، واجتماعي، لفهم ديناميكيات هذه الظاهرة، عبر توظيف منهج وصفي تحليلي مدعوم بإحصائيات رسمية أوروبية. تبيّن النتائج أن السياسات الأوروبية التي تركز على المقاربة الأمنية ساهمت في تعقيد الوضع، حيث أدت إلى تنامي اعتماد المهاجرين على شبكات التهريب، وزيادة عدد المعابر غير النظامية. كما كشفت الدراسة عن توظيف الهجرة من طرف الدول الأوروبية كأداة ضغط دبلوماسي لتحقيق مكاسب اقتصادية وسياسية مع دول الجنوب. ومن جهة أخرى، تواجه دول جنوب المتوسط صعوبات في ضبط حدودها بسبب هشاشة الوضع الأمني كما هو الحال في ليبيا، أو بسبب تواطؤات سياسية كما في بالمغرب. توصي الدراسة بضرورة تبنّي مقاربة أوروبية شاملة ومتوازنة، تراعي البعد الإنساني إلى جانب الأمني، وتضمن احترام الالتزامات الدولية المتعلقة بحقوق اللاجئين، بما يساهم في بناء شراكة حقيقية بين ضفتي المتوسطThis article analyzes the geopolitical dimensions of irregular migration across the Mediterranean, positioning it as a critical issue in Euro-Mediterranean relations. The study employs a multidimensional analytical framework—historical, economic, and social—supported by official EU statistics. Findings reveal that security-driven European policies have not curbed migration; instead, they have fostered the expansion of smuggling networks and irregular crossings. Migration has become a strategic tool for political and economic leverage by northern countries, while southern states face border control challenges due to conflict, institutional weakness, or political complicity. The study calls for a comprehensive, balanced EU approach that aligns border security with humanitarian obligations and fosters sustainable cooperation between both shores
