أثر استخدام تكنولوجيا الاتصال الجديدة على الأداء الوظيفي للعاملين الإداريين بالمؤسسات التعليمية " دراسة ميدانية على عينة من المتوسطات بولاية تقرت "

Abstract

تهدف هذه الدراسة الوصفية إلى معرفة أثر استخدام تكنولوجيا الاتصال الجديدة على الأداء الوظيفي للعاملين الإداريين بالمؤسسات التعليمية من خلال استخدام المنهج المسحي التحليلي، وذلك لما له من ملاءمة لطبيعة الموضوع، ولقدرته على تحليل الظاهرة من أجل الوصول إلى نتائج موضوعية ومنطقية مبنية على البيانات، التي قد تم جمعها من خلال أدوات جمع البيانات : استمارة الاستبيان، المقابلة، والملاحظة، وقد تمثل مجتمع الدراسة في العاملين الإداريين بعينة من متوسطات ولاية تقرت، فيما تم اتباع العينة القصدية (العمدية) التي تكونت من 33 مفردة بناءً على ما يخدم الدراسة ومتطلباتها. أما فيما يخص الأساليب الإحصائية كانت منحصرة في النسب المئوية والتكرارات، وقد تم الاعتماد على الأشكال البيانية لإبراز ما جاء في الجداول، حيث توصلت الدراسة إلى: وسائل الاتصال الجديدة المستخدمة في متوسطات ولاية تقرت هي مواقع التواصل الاجتماعي، موقع خاص بمديرية التربية، أجهزة الإعلام الآلي الموصولة بالإنترنت. يتم استخدام تكنولوجيا الاتصال الجديدة في متوسطات ولاية تقرت لدى العامليين الإداريين حسب حاجتهم لها وفي أوقات مختلفة من اليوم كما يتم اعتمادها بشكل كلي في المهام الإدارية والتواصل مع الجهات الخارجية. الدافع الأساسي لاستخدام التكنولوجيا الجديدة في متوسطات ولاية تقرت لدى العامليين الإداريينعادةًالإلزامالناتج عن طبيعةالعملوليسرغبةفيتطويرالأداءوتحسينالكفاءةالمهنية. من بين الآثار الإيجابية لاستخدام تكنولوجيا الاتصال الجديدة عند العامليين الإداريين بمتوسطات ولاية تقرت تيسير المهام الإدارية، ربح الوقت والجهد في إنجاز أعمالهم الإدارية، التقليل من الأخطاء الإدارية، توفر الأمن والسرية للبيانات، وكذا تعزيزالاتصال والتواصل. من أبرز الآثار السلبية لاستخدام تكنولوجيا الاتصال الجديدة عند العامليين الإداريين بمتوسطات ولاية تقرتالاستخدام غير القانوني لها (خارج إطار العمل).

This descriptive study aims to examine the impact of utilizing modern communication technologies on the job performance of administrative staff within educational institutions. The study adopts a descriptive-analytical methodology, selected for its appropriateness to the research topic and its effectiveness in analyzing the phenomenon to derive objective and reliable findings based on systematically collected data.

Data were obtained through various instruments, including questionnaires, interviews, and observation grids. The study population consists of administrative personnel in educational institutions in the province of Ouargla. A random sample of 33 individuals was selected in alignment with the objectives and requirements of the study.

The research employed both descriptive and inferential statistical methods to analyze the collected data. The key findings of the study can be summarized as follows:

🔹 Modern communication technologies are extensively used in educational institutions in Ouargla, particularly social media platforms, educational digital tools, media devices, and the internet.

🔹 These technologies are integrated into the daily tasks of administrative staff based on their professional needs and are utilized at various times throughout the workday, particularly in administrative functions and external communications.

🔹 The primary motivation behind the adoption of these technologies lies in the nature of the administrative work itself, as well as the staff’s aspiration to enhance performance and increase professional efficiency.

🔹 Among the most significant positive effects of using modern communication technologies are: improved task execution, reduced time and effort, minimized administrative errors, enhanced data security and confidentiality, and more efficient communication and coordination processes.

🔹 However, one of the prominent negative effects observed is the misuse of these technologies for non-professional purposes during working hours.
