الاتصال الاستراتيجي ودوره في الوقاية من الحرائق دراسة ميدانية لمدرية الحماية المدنية بولاية ورقلة

Abstract

تهدف هذه الدراسة إلى معرفة الدور الذي يلعبه الاتصال الاستراتيجي في تعزيز جهود الوقاية من حرائق الغابات، وذلك من خلال دراسة ميدانية أجريت بمديرية الحماية المدنية لولاية ورقلة. ونظر لأهمية الاتصال الاستراتيجي في مثل هذه المؤسسات إرتأينا دراسته باختيارنا مؤسسة الحماية المدنية وقد تمحورت إشكالية دراستنا في: ما دور الاتصال الاستراتيجي في الوقاية من الحرائق بمديرية الحماية المدنية بورقلة؟ اعتمدت الدراسة على منهج وصفي تحليلي، وتم استخدام أداتين أساسيتين في جمع البيانات: الاستبيان الموجه إلى عينة من موظفي الحماية المدنية، والمقابلة مع نقيب في المجال. وقد تم اختيار العينة القصدية الممثلة لطبيعة الدراسة. توصلنا الى نتائج التالية: • أظهرت النتائج أن الاتصال الاستراتيجي ينظر إليه كأداة فعالة في نشر ثقافة الوقاية من الحرائق، وأن الحملات التوعوية التي تنفذها الحماية المدنية لها تأثير ملموس في سلوك المواطنين. • تبين أن استخدام الوسائط المتعددة، والتخطيط المسبق، وإشراك الأعوان في بناء الرسائل الاتصالية، تعد عوامل أساسية في نجاح الحملات الاتصالية. • كشفت الدراسة عن تحديات متعلقة بنقص التكوين، وضعف التفاعل المجتمعي، وغياب أدوات تقييم دقيقة، ما يستدعي تطوير آليات الدعم والتخطيط والتواصل.

This study aims to know the role that strategic communication plays in enhancing forest fire prevention efforts, through a field study conducted in the Civil Protection Directorate of Ouargla Province. Given the importance of strategic communication in such institutions, we decided to study it by choosing the Civil Protection Foundation.The problem of our study revolved around: What is the role of strategic communication in fire prevention in the Ouargla Civil Protection Directorate? The study was based on a descriptive-analytical approach, and two basic instruments were used in the data collection: the questionnaire addressed to a sample of civil protection personnel, and the interview with a captain in the field. The intentional sample representative of the nature of the study was selected. We reached the following results: • The results show that strategic communication is seen as an effective tool in spreading the culture of fire prevention, and that awareness campaigns implemented by civil protection have a tangible impact on citizens’ behavior. • It turns out that the use of multimedia, advance planning, and the involvement of agents in building communication messages are essential factors in the success of communication campaigns. • The study revealed challenges related to lack of training, weak community interaction, and the absence of accurate evaluation tools, which requires developing support, planning, and communication mechanisms.
