| Abstract: | This research aims to analyze the administrative and technical obstacles preventing the establishment of a public sports channel in Algeria, focusing on the phenomenon of information marginalization as a systemic, rather than secondary, obstacle. The research stems from a central question: Is it possible to establish a public sports channel in Algeria, given its rich sporting heritage, passionate audience, and ability to keep pace with contemporary media transformations? To answer this question, the researcher adopted a descriptive, analytical, and critical approach, based on the analysis of official documents (all available), reports, and academic studies, along with a systematic comparison with successful Arab experiences (Qatar, Saudi Arabia, and Kuwait). The results showed that the absence of a sports channel is not solely due to a lack of resources, but also to a complex interplay between the absence of a strategic vision and weak technical infrastructure. Therefore, the research recommends the establishment of a national public sports channel and investment in technical training and digital transformation. The research emphasizes that the solution lies not only in broadcasting technology but also in the legal framework governing broadcasting rights. |
