دور المؤسسات العلمية في إيجاد المصطلح العلمي مكتب تنسيق التعريب بالرباط أنموذجًا- دراسة تحليلية تقويمية

Abstract

تناولت في هذا البحث دور المؤسسات العلمية في إيجاد المصطلح العلمي، وركّزت على مكتب تنسيق التعريب بالرباط. حيث تطرقت إلى تحديد مفهوم المصطلح وأهم المؤسسات التي تهتم بصناعته، وأيضا نشأة مكتب تنسيق التعريب ونماذج من آليات إيجاد المصطلح لدى المكتب، وقد وَقفَتْ في وجه المجامع اللغوية عدّة عقبات حالت دون تحقيق التوحيد المصطلحي وتمثلت في ما يتعلّق بالوضع وأخرى بالاستعمال، لهذا اهتمّ هذا البحث بهيئة مكتب تنسيق التعريب بالرباط باعتبارها الهيئة المكلّفة بتنسيق جهود المؤسسات العلمية في إيجاد المصطلح العلمي، وكافة المنظمات المصطلحية من أجل توحيد المصطلح العلمي، والعمل على إشاعته ليكون مهيئًا للاستعمال في الأوساط العلمية، وقد اتّبعت المنهج الوصفي في هذه الدراسة لأنّه تمّ من خلاله وصف ظاهرة المصطلح العلمي ودور المؤسسات العلمية في إيجاده وتوحيده، لا نبالغ إنّ قلنا أن اللغة العربية هي سيّدة اللغات وأفضلها، حيث امتازت باتّساعها واحتوائها على مفردات ليست في لغة أخرى، وعليه يستوجب على العلماء والباحثين والطلبة وجميع الهيئات والمنظمات أن تسخر كلّ الإمكانات التي تزخر بها العربية لتطويرها وتنميتها كي تعود إلى مكانتها السابقة.

Cette recherche a porté sur le rôle des institutions scientifiques dans la création de la terminologie scientifique, en mettant l’accent sur le Bureau de Coordination de l’Arabisation de Rabat. L’étude a abordé la définition du concept de terme ainsi que les principales institutions chargées de son élaboration. Elle a également présenté la création du Bureau de Coordination de l’Arabisation et quelques modèles des mécanismes qu’il adopte pour la création terminologique. Les académies linguistiques ont été confrontées à plusieurs obstacles ayant empêché la réalisation de l’unification terminologique, notamment ceux liés à la création des termes et à leur usage. C’est pourquoi cette recherche s’est intéressée au Bureau de Coordination de l’Arabisation de Rabat en tant qu’organisme chargé de coordonner les efforts des institutions scientifiques et des organismes terminologiques en vue d’unifier la terminologie scientifique et d’en favoriser la diffusion afin de la rendre apte à l’usage dans les milieux scientifiques. Cette étude s’est appuyée sur la méthode descriptive, qui a permis de décrire le phénomène de la terminologie scientifique ainsi que le rôle des institutions scientifiques dans sa création et son unification. Il n’est pas exagéré d’affirmer que la langue arabe est l’une des langues les plus riches et les plus prestigieuses, grâce à l’étendue de son lexique et à la richesse de ses expressions. Dès lors, il incombe aux savants, aux chercheurs, aux étudiants ainsi qu’à toutes les institutions et organisations de mobiliser les ressources dont dispose la langue arabe afin de la développer et de la promouvoir, pour qu’elle retrouve la place éminente qu’elle occupait autrefois.

This study examines the role of scientific institutions in the creation of scientific terminology, with a particular focus on the Arabization Coordination Bureau in Rabat. It addresses the concept of terminology and highlights the most important institutions concerned with its development. The study also explores the establishment of the Arabization Coordination Bureau and presents models of its mechanisms for creating terms. Furthermore, the research discusses the various obstacles that have hindered linguistic academies from achieving terminological unification, including issues related to term coiners and others related to usage. For thisreason, special attention is given to the Arabization Coordination Bureau in Rabat as the body responsible for coordinating the efforts of Arabic language academies and various terminological organizations in order to unify scientific terminology and promote its dissemination for use in scientific contexts. This study adopts the descriptive approach to examine the phenomenon of scientific terminology and the role of scientific institutions in its creation and unification. It also employs the analytical approach to analyze selected models of term-formation mechanisms. It is not an exaggeration to say that the Arabic language is among the most distinguished languages, characterized by its richness and breadth, encompassing vocabulary not found in other languages. Therefore, it is incumbent upon scholars, researchers, students, and all institutions and organizations to mobilize the full potential of Arabic in order to develop and enhance it, so that it may regain its former status.
