دور تكنولوجيا المعلومات والاتصال في تحسين أداء التشغيلي للمؤسسة الاقتصادية دراسة حالة المديرية الجهوية موبيليس- ورقلة

Abstract

تهدف هذه الدراسة إلى إبراز دور تكنولوجيا المعلومات والاتصال في تحسين الأداء المؤسسي داخل مؤسسة اقتصادية، وذلك من خلال دراسة حالة المديرية الجهوية لموبيليس بورقلة. وقد تم الاعتماد على المنهج الوصفي التحليلي، مع استخدام الاستبيان كأداة رئيسية لجمع البيانات، حيث تم توزيع 50 استمارة على عينة الدراسة، واسترجاع 40 استمارة صالحة للتحليل، ثم معالجة البيانات وتحليلها باستخدام برنامج SPSS. وركزت الدراسة على أبعاد تكنولوجيا المعلومات والاتصال المتمثلة في الأجهزة والبرمجيات، وكفاءة الشبكات، ونظم المعلومات وقواعد البيانات، بهدف قياس مدى تأثيرها على الأداء المؤسسي داخل المؤسسة محل الدراسة. وتوصلت الدراسة إلى وجود علاقة إيجابية ذات دلالة إحصائية بين تكنولوجيا المعلومات والاتصال والأداء المؤسسي، حيث تبين أن المؤسسة تعتمد بدرجة مرتفعة على هذه التكنولوجيا في مختلف أنشطتها. كما أظهرت النتائج أن بعدي الأجهزة والبرمجيات ونظم المعلومات وقواعد البيانات لهما تأثير مباشر ومعنوي في تحسين الأداء المؤسسي، في حين لم يُظهر بعد كفاءة الشبكات تأثيرًا معنويًا في نموذج الانحدار، رغم وجود علاقة ارتباط بينه وبين الأداء المؤسسي، وقد يُعزى ذلك إلى استقرار البنية الشبكية داخل المؤسسة، مما جعلها عاملًا أساسيًا لا يُفسر الفروق في مستوى الأداء، إضافة إلى احتمال تأثر هذه النتيجة بصغر حجم العينة أو بعدم إدراك بعض أفراد العينة للجوانب الفنية المتعلقة بهذا البعد. وبشكل عام، تؤكد الدراسة أن تعزيز استخدام تكنولوجيا المعلومات والاتصال والاستغلال الأمثل لمختلف مكوناتها يساهمان بفعالية في رفع كفاءة الأداء المؤسسي داخل المؤسسة

This study aims to highlight the role of Information and Communication Technology (ICT) in improving institutional performance within an economic enterprise through a case study of the Regional Directorate of Mobilis in Ouargla. The study adopted the descriptive-analytical approach and used a questionnaire as the primary data collection tool. A total of 50 questionnaires were distributed to the study sample, of which 40 valid questionnaires were retrieved and analyzed using the Statistical Package for the Social Sciences (SPSS). The study focused on the dimensions of Information and Communication Technology, namely hardware and software, network efficiency, and information systems and databases, to measure their impact on institutional performance within the organization under study. The findings revealed a statistically significant positive relationship between Information and Communication Technology and institutional performance, indicating that the organization relies extensively on ICT in carrying out its various activities. The results also showed that the dimensions of hardware and software, as well as information systems and databases, have a direct and significant impact on improving institutional performance. In contrast, network efficiency did not show a statistically significant effect in the regression model despite being correlated with institutional performance. This may be attributed to the stability of the organization's network infrastructure, making it a basic operational requirement rather than a distinguishing factor in performance. It may also be explained by the relatively small sample size or by some respondents' limited understanding of the technical aspects related to this dimension. Overall, the study confirms that strengthening the use of Information and Communication Technology and optimizing the utilization of its various components contribute significantly to enhancing institutional performance
