إرساء لوحة القيادة كألية لرقابة التسيير في ظل الرقمنة "دراسة حالة مؤسسة سوناطراك مديرية التنقيب بحاسي مسعود" الفترة الزمنية (2023_2026)

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على دور لوحة القيادة كأداة أساسية في مراقبة التسيير داخل المؤسسات الاقتصادية في ظل الرقمنة. وللإجابة على إشكالية البحث المتمثلة في مدى مساهمة نظام (SAP) في دعم لوحة القيادة كأداة مراقبة التسيير، تم الاعتماد على المنهج الوصفي التحليلي في الجانب النظري، ومنهج دراسة الحالة في الجانب التطبيقي من خلال دراسة حالة مصلحة المحاسبة والمالية بمؤسسة سوناطراك (مديرية التنقيب بحاسي مسعود). وقد توصلت الدراسة إلى أن نظام (SAP) سمح باختصار الوقت والجهد مقارنة بالسنوات الماضية، حيث أصبح إعداد لوحة القيادة يتسم بالسرعة بفضل سهولة تجميع التدفقات والمعلومات من مختلف المصالح والمديريات في الوقت المحدد، مع تحسين وتطوير وظيفة مراقبة التسيير من خلال توفير معلومات دقيقة، موثوقة، ومحدثة بصفة دورية وآلية، مما أتاح توفير معلومة آنية تسمح بالمتابعة والتقييم والرقابة المستمرة للأداء داخل المديرية. كما أظهرت النماذج المستخرجة من وحدة المحاسبة التحليلية ومراقبة التسيير (CO) في نظام (SAP) فعالية كبيرة في مقارنة المصاريف الحقيقية بالميزانية التقديرية وإبراز الانحرافات (المطلقة والنسبية) كآلية إنذار مبكر يوجه المسيرين للبحث عن أسباب التجاوزات واتخاذ القرارات التصحيحية المناسبة، بالإضافة إلى مساهمة التحول الرقمي المعتمد على نظام (SAP) ونظام تدفق العمل (WorkFlow) في عصرنة مراقبة التسيير من خلال تقليص المعاملات الورقية وتوحيد البيانات في قاعدة واحدة، مما سهل انتقال المعلومات بين الأقسام وأعطى رؤية أوضح وأكثر دقة لأداء المديرية.. وبذلك، تحققت الفرضية الرئيسية للدراسة ومفادها أن الرقمنة من خلال نظام (SAP) تدعم بقوة عملية مراقبة التسيير داخل المؤسسة

This study aims to highlight the role of the dashboard as a fundamental management control tool within economic enterprises in light of digitalization. To address the research problem regarding the extent to which the SAP system contributes to supporting the dashboard as a management control tool, the study relied on a descriptive-analytical approach for the theoretical part, and a case study approach for the practical part through a case study conducted at the Accounting and Finance Department of Sonatrach (Drilling Division in Hassi Messaoud). The study concluded that the SAP system allowed for a reduction in time and effort compared to previous years, as the preparation of the dashboard became faster thanks to the ease of gathering flows and information from various departments and directorates in a timely manner, while improving and developing the management control function by providing accurate, reliable, and periodically and automatically updated information, which allowed for the provision of real-time information that enables continuous monitoring, evaluation, and control of performance within the directorate. Furthermore, the models extracted from the Management Accounting and Controlling (CO) module in the SAP system showed great effectiveness in comparing actual expenses with the estimated budget and highlighting variances (absolute and relative) as an early warning mechanism that directs managers to search for the causes of overruns and take appropriate corrective decisions, in addition to the contribution of digital transformation based on the SAP system and the workflow system (WorkFlow) in modernizing management control by reducing paper transactions and unifying data into a single database, which facilitated the transfer of information between departments and gave a clearer and more accurate vision of the directorate's performance. Thus, the main hypothesis of the study was confirmed, stating that digitalization through the SAP system strongly supports the management control process within the enterprise
