أثر تطبيق تقنيات الذكاء الاصطناعي على فعالية التحليل المالي دراسة حالة مؤسسة ONA مديرية التطهير وادي - ريغ تقرت 2021-2025

Abstract

سعت هذه الدراسة إلى تقييم مدى مساهمة استخدام تقنيات الذكاء الاصطناعي في تحسين كفاءة التحليل المالي، مع التركيز على حالة مديرية وحدة وادي ريغ تقرت التابعة للديوان الوطني للتطهير. وقد انطلقت الدراسة من المؤشرات التقليدية للتوازن المالي والنسب المالية المعروفة كقاعدة تحليلية، ثم قامت بمحاكاة تطبيق أدوات الذكاء الاصطناعي وتحليل البيانات، مثل NotebookLM وMicrosoft Power BI، لمعالجة البيانات المالية التي تغطي الفترة من عام 2021 حتى عام 2025. وقد جرى توظيف NotebookLM في تنظيم وتلخيص المعلومات والأبحاث المتعلقة بالتحليل المالي، بينما لعبت Power BI دوراً في بناء تقارير تفاعلية، وتحليل وعرض المؤشرات المالية بطريقة بصرية واضحة، ما يسهل فهم النتائج المالية بدقة أكبر. اعتمدت الدراسة على المنهج الوصفي التحليلي، بالإضافة إلى منهج دراسة الحالة، وجرى جمع البيانات من خلال القوائم المالية الرسمية والملاحظة المباشرة لكيفية عمل أنظمة المعالجة المحاسبية. كشفت الدراسة عن عدة نتائج، من أهمها أن التحليل بالطرق التقليدية لوحدة الديوان الوطني للتطهير (ONA) قد أظهر وجود عجز مالي بنيوي، يعود سببه بشكل أساسي إلى ارتفاع تكاليف الموظفين. لكن، عند دمج تقنيات الذكاء الاصطناعي، ظهرت أنماط غير واضحة من قبل، تشير إلى تحسن في القيمة المضافة وفي كفاءة التشغيل، وهي جوانب قد لا تبرزها التقارير المالية الجامدة. وإضافة إلى ذلك، بينت الدراسة أن الاستعانة بأدوات التحليل الذكي تمكن الإدارة من توقع احتياجات الخزينة في المستقبل وتساعدها على ترشيد استهلاك الموارد الوسيطة. وهذا بدوره يحول التحليل المالي من مجرد سجل للعجز إلى أداة استراتيجية قيمة، تدعم عملية اتخاذ القرارات وتساهم في رفع مستوى جودة الأداء الخدمي.This study sought to evaluate the contribution of Artificial Intelligence (AI) technologies to enhancing the efficiency of financial analysis, focusing on the case of the Oued Righ Touggourt Unit Directorate under the National Sanitation Office (ONA). The study utilized traditional financial equilibrium indicators and standard financial ratios as an analytical foundation. It then simulated the application of AI and data analysis tools, such as NotebookLM and Microsoft Power BI, to process financial data covering the period from 2021 to 2025. NotebookLM was employed to organize and summarize information and research related to financial analysis, while Power BI played a pivotal role in building interactive reports and analyzing and presenting financial indicators visually, facilitating a more accurate understanding of financial results. The study adopted a descriptive-analytical approach alongside a case study methodology, with data collected from official financial statements and direct observation of accounting processing systems. The study revealed several findings, most notably that traditional analysis of the National Sanitation Office (ONA) unit showed a structural financial deficit, primarily due to high personnel costs. However, when integrating AI technologies, previously obscured patterns emerged, indicating improvements in value-added and operational efficiency—aspects that static financial reports might fail to highlight. Additionally, the study demonstrated that utilizing intelligent analysis tools enables management to forecast future treasury needs and helps in rationalizing the consumption of intermediate resources. This, in turn, transforms financial analysis from a mere record of deficits into a valuable strategic tool that supports decision-making and contributes to elevating the quality-of-service performance.
