التحول نحو سلاسل الإمداد الخضراء في قطاع المحروقات بالجزائر -تحديات وآفاق -دراسة حالة المديرية الجهوية حوض بركاوي ورقلة

Abstract

هدفت الدراسة إلى تقييم واقع التحول نحو سلاسل الإمداد الخضراء في قطاع المحروقات بالجزائر، بالتطبيق على المديرية الجهوية حوض بركاوي -ورقلة-؛ وذلك من خلال الكشف عن أبرز التحديات التي تواجه تبني هذه الممارسات، وتحديد الآفاق والفرص المستقبلية المترتبة على هذا التحول. ولتحقيق الهدف، اعتمدت الدراسة على المنهج الوصفي باستخدام أسلوب دراسة حالة، حيث جُمعت البيانات بواسطة استبيان وُزّع على عينة قصدية شملت 30 موظفاً من ذوي الاختصاص، وعولجت احصائياً باستخدام برنامج الحزم الإحصائية للعلوم الاجتماعية SPSS. وتوصلت الدراسة لمجموعة من النتائج، من أبرزها: ان مستوى تبني ممارسات سلاسل الإمداد الخضراء في مؤسسة حوض بركاوي -ورقلة- جاء مرتفع نسبياً، مع بروز التحديات التقنية كأكبر عائق يعيق التطبيق الفعال لهذه الممارسات، في المقابل تبيّن أن التحديات المالية لا تشكل عائقا جوهريا بالنسبة للمؤسسة نظرا لقدرتها المالية. كما أظهرت النتائج وجود أثر إيجابي ذي دلالة إحصائية لممارسات سلاسل الإمداد الخضراء على تحقيق التنمية المستدامة بأبعادها (البيئية، الاقتصادية، والاجتماعية). وبرز من النتائج أن هذا التوجه يفتح أمام المؤسسة آفاقًا استراتيجية واعدة، تتمثل في تحسين الأداء البيئي، تعزيز الكفاءة التشغيلية وترشيد استهلاك الموارد والطاقة، وتعزيز المسؤولية الاجتماعية وتحسين سمعة المؤسسة، بما يسهم في تحقيق التنمية المستدامة.

This study aimed to diagnose the reality of the transition toward green supply chains in the Algerian petroleum sector, applied to the Regional Directorate of Haoud Berkaoui -Ouargla-. This was achieved by identifying the most prominent challenges facing the adoption of green supply chain practices and determining the future prospects and opportunities resulting from this transition. The study relied on the descriptive approach using the case study method. Data were collected through a questionnaire distributed to a purposive sample of 30 specialized employees and statistically analyzed using the SPSS software. The study reached a set of results, most notably that the level of adoption of green supply chain practices in the studied organization is relatively high, with technical challenges emerging as the greatest obstacle hindering the effective implementation of these practices. Conversely, it was found that financial challenges do not constitute a fundamental obstacle for the organization due to its financial capacity. Furthermore, the results showed a statistically significant positive impact of green supply chain practices on achieving sustainable development in its three dimensions (environmental, economic, and social). The findings indicated that this orientation opens promising strategic prospects for the organization, represented by improving environmental performance, enhancing operational efficiency, rationalizing resource and energy consumption, and strengthening social responsibility and corporate reputation, thereby contributing to the achievement of sustainable development.
